CONTINUED TO FILE NUMBER RECOMMENDED ACTION 1. Reject the bid from Hagemeyer as nonresponsive. 2. Award a contract to Fisher Scientific Company LLC for the purchase of thermal imaging cameras, parts, and accessories in the amount of $159,809.41. DISCUSSION On August 16, 2004, the City Council accepted a $15 million Urban Area Security Initiative (UASI) grant from the federal Department of Homeland Security, through the State of California, Office of Homeland Security. The initiative was designed to enhance the domestic preparedness of urban areas by ensuring that all emergency first responders have adequate equipment and systems to prevent, respond to, and recover from acts of terrorism. The grant provides total reimbursement to local agencies for equipment purchases approved and authorized by the federal Office of Domestic Preparedness (ODP). The Fire Department requires thermal imaging cameras, parts and accessories to aid the firefighters in locating trapped occupants In structure fires that may result from acts of terrorism. The thermal imaging camera is a hand-held device that enhances the ability of firefighters to see in near-zero visibility conditions, adding a degree of safety by decreasing the chances of a firefighter becoming disoriented or lost while in the structure. The camera may also be used to locate small hidden fires using temperature readings shown in the camera's viewfinder thus eliminating the need to open hidden areas of the structure to search for the fire. 22E-1 CS. 383 Contract Award for Thermal Imaging Camera, Parts, & Accessories (Spec. A summary of the bid invitations received is as follows: 2004 and and bids 4 Invitations For Bid mailed 2 Bids received Bids were received and opened on October 19, 2004. The bid received from Hagemeyer did not meet the digital temperature read out requirement for the thermal imaging camera and is therefore nonresponsive. The bid received from Fisher Scientific Company LLC lS responsive to the specification and meets the City's requirements. FISCAL IMPACT Funds are available in the Office of Emergency Services (OES) Urban Areas Security Initiative (UASI) Grant Machinery and Equipment account (account no. 125-320-6641).
