DISCUSSION
On August 16, 2004, the City Council accepted a $15 million Urban Area
Security Initiative (UASI) grant from the federal Department of
Homeland Security, through the State of California, Office of Homeland
Security. The initiative was designed to enhance the domestic
preparedness of urban areas by ensuring that all emergency first
responders have adequate equipment and systems to prevent, respond to,
and recover from acts of terrorism. The grant provides total
reimbursement to local agencies for equipment purchases approved and
authorized by the federal Office of Domestic Preparedness (ODP).
The Fire Department requires two mobile command units that will be
dispatched to all multi-unit emergency responses within Santa Ana, and
will be used as command posts in a true emergency. The units will be
equipped with electronic equipment such as an onboard weather station
wi th software that will predict and monitor chemical threats, and a
television monitor to allow for viewing and evaluation of wide
incidents.

The notice inviting bids was advertised on October 15 and 18, 2004, and
bids were solicited. A summary of the bid invitations and bids
received is as follows:

Bids were received and opened on October 26, 2004 (Exhibit 1). The bid
received from Lake Chevrolet is responsive to the specifications and
meets the City's requirements.

Funds are available in the Office of Emergency Services (OES) Urban
Areas Security Initiative (UASI) Grant Machinery and Equipment account
(account no. 125-320-6641)
