DISCUSSION On August 16, 2004, the City Council accepted a $15 million Urban Area Security Initiative (UASI) grant from the federal Department of Homeland Security, through the State of California, Office of Homeland Security. This initiative was designed to enhance the domestic preparedness of urban areas by ensuring that all emergency first responders have adequate equipment and systems to prevent, respond to and recover from acts of terrorism. The grant provides total reimbursement to local agencies for equipment purchases approved and authorized by the federal Office of Domestic Preparedness (ODP). One of the strategic initiatives proposed under the Urban Areas Security Initiative (UASI) Grant received by the City of Santa Ana, is to assess the existing capabilities of local agencies to develop and implement a countywide real-time system for collection, analysis and dissemination of data and information between the various fire agencies in the County. The Santa Ana Fire Department has undertaken a primary role in exploring the feasibility of implementing information sharing between all fire agencies in the County. It has been determined that Deloitte Consulting, LLP, has the necessary expertise to provide a complete need-assessment and design a workable, long-term solution that provides the capability to share information. Currently, most data and information is shared by fire agencies through phone communication between individual operation centers. By providing 25J-1 Contract Agreement for Developing Interoperability Technology Plans November 15, 2004 Page 2 a solution that is through an agency's computer aided dispatch (CAD) system the information would be shared simultaneously to various fire agencies as needed. An agreement, not to exceed $260,000, with Deloitte Consulting, LLP is being requested by the Fire Department to begin the necessary analysis of the issues. FISCAL IMPACT Funds are available in the UASI Grant Fire Department's Other Contractual Services account (account no. 125-320-6291).
