RECOMMENDED ACTION
Direct the City Attorney to prepare and authorize the City Manager and
the Clerk of the Council to execute an amendment to agreement A2002-051
in the amount of $515,000 for the purchase of additional 800MHz radio
equipment.
DISCUSSION
On August 16, 2004, the City Council accepted a $15 million Urban Area
Security Initiative (UASI) grant from the federal Department of Homeland
Security, through the State of California, Office of Homeland Security.
This initiative was designed to enhance the domestic preparedness of
urban areas by ensuring that all emergency first responders have adequate
equipment and systems to prevent, respond to and recover from acts of
terrorism. The grant provides total reimbursement to local agencies for
equipment purchases approved and authorized by the federal Office of
Domestic Preparedness (ODP).
On April 15, 2002, the City Council approved a $1,000,000 agreement with
Motorola for the purchase of 800 Megahertz (MHz) radio equipment for
various city departments. An amendment increasing the amount for this
agreement in the amount of $113,000 was approved by Council on May 17,
2004 for the Fire Department. The agreement allowed the City to
purchase the necessary radio equipment to enhance the effectiveness of
police, fire, and various other agencies internal communications as well
as communication with other jurisdictions.
Following the City's acceptance of the UASI
radios and accessories were identified to

An amendment to the contract is requested in order to obtain additional
radios through the UASI Grant for both the Fire and Police Departments.
FISCAL IMPACT
Funds are available in the UASI Grant Operating Material and Supplies
accounts for both Fire and Police (account no. 125-320-6391, in the
amount of $251,400 and account no. 125-331-6391 in the amount of
$263,600) .
