Adopt a resolution approving the Chief of Police to utilize a Supplemental Law Enforcement Services Fund Grant for front-line law enforcement activities and projects. 2. Approve an appropriation adjustment recognizing the FY 04-05 Supplemental Law Enforcement Services Fund (SLESF) grant funds in the amount of $512,130 and appropriating the same to SLESF grant expenditure accounts. DISCUSSION The State of California provides law enforcement agencies monies through the Supplemental Law Enforcement Services Fund (SLESF). This fund requires that monies be allocated to counties and cities in accordance with specific requirements for front-line law enforcement services. Based on Santa Ana's estimated population figures for 2004, the Police Department has received a FY 04-05 SLESF grant award of $512,130. This is the ninth year the Police Department has received funding from the State of California through this grant program. In compliance with the requirements of the legislation, the Police Department must submit a resolution and an expenditure plan to the Supplemental Law Enforcement Oversight Committee prior to the release of funds. The Police Department is committed to spending the funds on overtime programs for front-line law enforcement activities. 75A-1 SLESF Grant November 15, 2004 Page 2 FISCAL IMPACT Approval of the Appropriation Adjustment will increase revenues in the SLESF FY 04-05 Grant Revenue account (account no. 128-01-5358-9) by $512,130, and appropriate the same into the SLESF FY 04-05 Grant Overtime expenditure account (account no. 128-347-6141). Walters Chief of Police Police Department -j2/ Agency 75A-2 Lss:11/05/04 RESOLUTION NO. 2004-088 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AUTHORIZE THE CHIEF OF POLICE TO ACCEPT AND UTILIZE GRANT FUNDING FROM THE 2004-2005 SUPPLEMENTAL LAW ENFORCEMENT SERVICES FUND. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The City Council of Santa Ana hereby finds, determines and declares as follows: A. The California Legislature has established and annually funds the Supplemental Law Enforcement Services Fund (SLESF). B. Said fund requires that moneys be allocated to counties and cities in accordance with specified requirements for front line law enforcement services. C. The total funding allocation is based on annual estimated population figures for respective counties and cities. The City of Santa Ana, through its Police Department, has received an award of $512,130 for the 04-05 fiscal year. D. In compliance with the requirements of the legislation, the State has required cities and counties to adopt and submit a resolution and an expenditure plan to the Supplemental Law Enforcement Oversight Committee prior to funding. E. In compliance with the requirements of the legislation, the Police Department has established a SLESF expenditure account for the grant funds, and is committed to spend the funds on front-line law enforcement, including personnel and equipment for community policing. F. A duly noticed public hearing was held to consider this item at the Council's regular meeting of November 15, 2004. The City Council considered all testimony, written and oral, before rendering this decision. Section 2. The City Council of the City of Santa Ana hereby authorizes and empowers the Chief of Police to take all actions necessary to utilize a grant 75A-3 of 2004-2005 SLESF funds, including but not limited to preparation and submittal of a proposed expenditure plan to the Supplemental Law Enforcement Oversight Committee. Section 3. This Resolution shall take effect immediately upon its adoption by the City Council, and the Clerk of the Council shall attest to and certify the vote adopting this Resolution.
