RECOMMENDED ACTION
Award a contract to West Coast Pools for fountain maintenance services
for a two-year period, with provision for three one-year renewals in an
annual amount not to exceed $23,000.
DISCUSSION
The Parks, Recreation and Community Services Agency is responsible for
the maintenance of the fountains located at the Civic Center Complex
and Sasscer Park. The contract will provide for the cleaning,
servicing and maintenance of the fountains, thereby improving their
appearance and sustaining clean, safe, attractive areas.
The notice inviting bids was advertised on October 15 and 18, 2004, and
bids were solicited. A summary of the bid invitations and bids
received is as follows:

Bids were received, opened on October 28, 2004, and evaluated (Exhibit
1). The bid from West Coast Pools is responsive to the specification.

Due to the wide difference in the bids received, the Parks, Recreation
and Community Services Agency interviewed West Coast Pools extensively
to be certain they could meet the contract specifications. After
interviewing the vendor and checking references, staff is confident the
vendor can fulfill the terms of the contract. A $5,000 contingency has
been added to the bid total to provide for emergency repairs that may
be required during the contract term.
FISCAL IMPACT
Funds are available in the Civic Center Maintenance Other Contract
Services account (account no. 74-242-6291).
