RECOMMENDED ACTION
Award a contract to SVM, LP for the purchase of prepaid gasoline cards
for a one-year period, with provision for two one-year renewals, in the
annual amount not to exceed $50,000.
DISCUSSION
The Community Development Agency's Santa Ana W/O/R/K Center manages
several programs including Workforce Investment Act (WIA), Federal
Empowerment Zone (FEZ) and Special Projects. Participant clients are
offered supportive services including gasoline vouchers to find and
retain employment. A prepaid gasoline-only card program will enable
clients to purchase competitively priced gasoline at their local
neighborhood gas stations, as opposed to a single station designated by
the W/O/R/K Center. The prepaid card program will also streamline the
current voucher system by eliminating the time required to process the
vendor invoices.
The notice inviting bids was advertised on November 3 and 4,
bids were solicited. A summary of the bid invitations

The bid from SVM, LP was received, opened on November 22, 2004, and
evaluated. The bid is responsive to the specifications and meets the
City's requirements.
