MOU r CITY COUNCIL MEETING DATE: ~ ~ REQUEST FOR COUNCIL ACTION CLERK OF COUNCIL USE ONLY: DECEMBER 20, 2004 TITLE: AGREEMENT WITH THE FIREMEN'S BENEVOLENT ASSOCIATION "'''1 t2H2~ APPROVED D As Recommended D As Amended D Ordinance on 1s1 Reading D Ordinance on 2nd Reading D Implementing Resolution D Set Public Hearing For CONTINUED TO FILE NUMBER RECOMMENDED ACTION Direct the City Attorney to prepare, and authorize the City Manager and Clerk of the Council to execute an agreement with the Firemen's Benevolent Association (FBA) regarding wages, hours and other terms and conditions of employment. DISCUSSION The City and the Firemen's Benevolent Association (FBA) recently completed contract negotiations, resulting in a new, four-year agreement, since the previous Memorandum of Understanding expired on June 30, 2004. Key elements of this Agreement include: 1. A four-year term, from July 1, 2004 through June 30, 2008. Salary Increase: July 1, 2004 = 0% July 1, 2005 = 0% July 1, 2006 = Up to 4.5% (Based on formula) July 1, 2007 = Up to 4.5% (Based on formula) 2 . 3. Medical Premium Contributions: Effective January 1, 2005 = Maintain Kaiser California CalPERS HMO rates, during the term of the agreement. 4. Dental Premium Contributions: Jul y 1, 2004 = $70/month ( current rate) July 1, 2005 = $70/month January 1, 2006 = $80/month January 1, 2007 = Reopener January 1, 2008 = Reopener 25F-1 Agreement with the Firemen's Benevolent Association December 20, 2004 Page 2 5. Retiree Medical Insurance: July 1, 2005 = Additional City contribution of .75%; FBA agreement to include a "hold harmless" clause for the City; July 1, 2007 = Reopener. 6. Include assignment pay differentials: Effective July 1, 2005 = 5% for 31 potential Technical Rescue Truck assignments; 5% for 31 potential Hazardous Material assignments; 5% for three (3 ) additional employees assigned as Self-Contained Breathing Apparatus (SCBA) maintenance officers; one (1) employee assigned as an Arson Investigator; and up to 31 Hazardous Material Base Line Physicals. 7. RETIREMENT: Maintain existing PERS cost sharing language (.93%) for term of Agreement. 8. Long Term Disability Insurance: January 1, 2006 = Increase City monthly contribution by $15/month per employee. 9. Vision Insurance: Allow employees to participate in City-sponsored plan at employee's expense. 10. Staffing: July 1, 2004 June 30, 2006 Reduce to 64 on duty daily (from 66) July 1, 2006 June 30, 2007 Reduce to 65 on duty daily (from 66) July 1, 2007 June 30, 2008 Reduce to 66 on duty daily FISCAL IMPACT Funds are available in the following affected departmental accounts: Salary account (Object Code 6111) and Benefits account (Object code 6171).
