RECOMMENDED ACTION
Direct the City Attorney to prepare and authorize the City Manager and
the Clerk of the Council to execute an amendment to the agreement with P
& D Environmental in the amount of $10,000 to update the environmental
analysis of the French Park Neighborhood Traffic Plan for a total
contract amount not to exceed $45,000.
DISCUSSION
As part of the French Park Neighborhood Traffic Plan, a draft mitigated
negative declakation was prepared for the project. A legal challenge to
the procedural balloting process resulted in the issuance of an
injunction, which suspended the project. Due to the length of time since
the initial report was prepared, it is now necessary to significantly
update the environmental analysis.
On July 6, 2004, the City Council approved an agreement with P & D
Environmental to update the environmental analysis of the French Park
Neighborhood Traffic Plan. During the preparation of the environmental
analysis, it was determined that the scope of the study must be expanded
to include other developments in the vicinity in order to have a complete
and comprehensive study. Staff recommends that the agreement with P & D
Environmental be amended to expand the scope of service to update the
French Park Neighborhood Traffic Plan environmental analysis.

There is no environmental impact associated with this action.
FISCAL IMPACT
Funds are available in the Neighborhood Traffic Mitigation Account
(account no. 59-551-6631) as approved by the City Council with the FY 04-
05 Capital Improvement Program.
