Adopt a resolution authorizing the City Manager and the Chief of Police to execute a grant award agreement with the California 9-1-1 Emergency Communications Office. 2. Approve an appropriation adjustment accepting and appropriating the California 9-1-1 Emergency Communications Office reimbursement program in the amount of $525,000. DISCUSSION The Santa Ana Police Department is in the beginning stages of upgrading its communications center and is eligible to receive funds from the California 9-1-1 Emergency Communications Office. These state funds may only be used for replacing or upgrading the department's communications center. The Department plans to use these funds to purchase communication/radio equipment, 9-1-1 phone equipment, computer hardware, software, dispatch furniture, and to pay for facility remOdeling. The upgraded communications center will decrease officer response time to calls for service and in turn, increase the safety for both the officers and the community. 20A-1 State 9-1-1 Grant December 20, 2004 Page 2 FISCAL IMPACT Approval of the appropriation adjustment will increase revenues in the State 9-1-1 Grant revenue account (account no. 128-01-5368) by $525,000 and appropriate the same into the State 9-1-1 Grant expenditure accounts (account no. 128-324-various). Services Agency 20A-2 155:12/14/04 RESOLUTION NO. 2004-094 A RESOLUTION OF THE CITY COUNCIL OF SANTA ANA AUTHORIZING THE CITY MANAGER AND CHIEF OF POLICE TO EXECUTE A GRANT AWARD AGREEMENT WITH THE STATE OF CALIFORNIA DEPARTMENT OF GENERAL SERVICES, 9-1-1 EMERGENCY COMMUNICATIONS OFFICE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The City Council of the City of Santa Ana hereby, finds, determines and declares as follows: A. Pursuant to a grant award agreement with the State of California Department of General Services, Telecommunications Division, 9-1-1 Emergency Communications Office, the City has been awarded $525,000.00 in grant funding. B. This grant provides funds to upgrade / replace the 9-1-1 phone system including computer hardware, computer software, furniture, and construction/installation costs. The grant funds will also be used to purchase a mapping system that will identify locations of individuals who are calling 9-1- 1 from cell phones. C. This grant funding will enable the Santa Ana Police Department to maximize the effectiveness of its emergency communications system. Section 2. The City Manager and the Chief of Police or their designee(s) are hereby authorized and directed to execute the grant award agreement with the State of California 9-1-1 Emergency Communications Office. Section 3. The Chief of Police or designee is appointed as agent for the City of Santa Ana to conduct all negotiations, execute and submit all documents, including but not limited to applications, agreements, amendments and payment requests which may be necessary for the completion of the aforementioned grant. Section 4. This Resolution shall take effect immediately upon its adoption by the City Council, and the Clerk of the Council shall attest to and certify the vote adopting this Resolution. 20A-3 ADOPTED this day of APPROVED AS TO FORM: Joseph W.
