D:ISCUSSION Under the guidance of the Federal Emergency Management Agency and the State of California's Office of Emergency Services, the Santa Ana Fire Department has prepared a Natural Hazards Mitigation Plan for the City of Santa Ana. The plan includes resources and information to assist City residents, public and private sector organizations and others interested in participating in planning for natural hazards. The plan's mission is to promote sound public policy designed to protect citizens, critical facilities, infrastructure, private property and the environment from natural hazards. Servic 55A-1 Lss(12/10/04) RESOLUTION NO. 2004-095 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA ADOPTING A NATURAL HAZARD MITIGATION PLAN IN ACCORDANCE WITH THE REQUIREMENTS OF THE FEDERAL DISASTER MITIGATION ACT OF 2000 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The City Council of the City of Santa Ana hereby finds, determines and declares as follows: A. The Disaster Mitigation Act of 2000 requires cities to prepare and submit a five-year Natural Hazard Mitigation Plan to the Federal Emergency Management Agency ("FEMA") in order to qualify for pre and post-disaster mitigation funds; and B. The Santa Ana Natural Hazard Mitigation Advisory Committee ("Committee") has developed the Local Natural Hazard Mitigation Plan ("Plan") that identifies and assesses potential natural hazards and outlines goals and strategies to avert them; and C. The Committee held two public hearings to review the Plan and to receive public evaluation and comment. Section 2. The City Council hereby adopts the Local Natural Hazard Mitigation Plan as the official Plan of the City of Santa Ana. Section 3. The City Manager or his designee shall facilitate the implementation of the Plan by the Committee. Section 4. The Plan shall be submitted to the State Office of Emergency Services for review prior to submission to FEMA. Section 5. This Resolution shall take effect immediately upon its adoption by the City Council, and the Clerk of the Council shall attest to and certify the vote adopting this Resolution. 55A-2 Resolution No. 2004-XXX Page 1 of 2 ADOPTED this day of APPROVED AS TO FORM: Joseph W.
