OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA, CALIFORNIA
August 12, 1974
The. meeting was called to order at 4:12 P.M. by Mayor Jerry M.
Patterson. The following Councilmen were present: J. Ogden
Markel, John Garthe, Harry K. Yamamoto, James Ward, and Mayor
Jerry M. Patterson. Councilman Lorin Griset arrived at 4:14
P.M., and Councilman Vernon S. Evans was absent. Also present
were the following members of Staff: City Manager Bruce C.
Spragg, City Attorney James A. Withers, and Assistant Clerk
of the Council Wanda Schwarze; and a representative of the Press.
READING WAIVED The full reading of
resolutions, the titles
of which appeared on
the public Agenda,
was waived on the unanimously carried (6-0) motion of Council-
man Griset, seconded by Councilman Ward.
RESOLUTION NO. 74-127 On motion of Councilman
MUNICIPAL ELECTION Ward, seconded by Council-
FILING OF ARGUMENTS man Griset, and carried
BY COUNCIL MEMBERS (5-1), with Councilman
Markel dissenting, Council
authorized Mayor Patterson to file written arguments in favor
of City measures, Proposition D and Proposition E, to be
submitted to the qualified electors of the City on November 5,
1974, which arguments may be signed by as many Councilmen as
are legally permissible (a maximum of five), who are in favor
of the measures.
On motion of Councilman Griset, seconded by Councilman Ward,
and unanimously carried (6-0), Councilman Markel was authorzed
to file written argument against Proposition E, "Direct Election
of Mayor and Division of City into slx Councilmanic Wards
Proposal"; no one was authorized to file written argument
against Proposition D, "Low-Rent Housing Proposal for Elderly
Low-Income Residents"; and RESOLUTION 74-127 - A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF SANTA ANA AUTHORIZING CERTAIN
OF ITS MEMBERS TO FILE WRITTEN ARGUMENTS REGARDING CITY MEA-
SURES was adopted.

THE CITY OF SANTA ANA TO PROVIDE FOR DIVISION OF THE CITY INTO
SIX WARDS AND TO PROVIDE FOR DIRECT AT-LARGE ELECTION OF A
MAYOR AND TO REQUIRE ADOPTION OF SUCH ORDINANCES AS ARE NECES-
SARY TO IMPLEMENT THE AMENDMENTS EFFECTIVE WITH THE MUNICIPAL
ELECTION OF APRIL 1, 1975, WHICH CHARTER AMENDMENTS AND
HOUSING MEASURE ARE TO BE PROPOSED TO THE ELECTORS OF THE CITY
OF SANTA ANA AT ITS SPECIAL MUNICIPAL ELECTION TO BE HELD

to replace Beverly Schick, for a four year term ending

CORDELIA GUTIERREZ Councilman Ward, and
carried (3-1), with
Councilman Garthe dissenting, Council appointed Cordelia
Gutierrez to fill the unexpired term of Waldo Haug on the
Personnel Board, term expires June 30, 1975. (CA S0.8)
HUMAN RELATIONS Jacqueline Johnson was

Relations Commission
created by the death of Norman Corbin, term expires June 30,
1977, on motion of Councilman Ward, seconded by Councilman

COMMISSION APPOINTMENT Manuel Barron to the
MANUEL BARRON Human Relations Commission
to replace Samuel Sandoval,
term expires June 30, 1976, on motion of Councilman Yamamoto,
seconded by Councilman Garthe, and carried unanimously (4-0).

SIAOSI TUIOTI seconded by Council-
man Ward, to appoint
Dr. Siaosi Tuioti to fill the unexpired term of James
Cavallo, ending June 30, 1976, on the Human Relations Commis-
