Patterson in Room 510, City Hall, 20 Civic Center Plaza. The following Councilmen were present: J. Ogden Markel, John Garthe, Vernon S. Evans, James E. Ward, Lorin Griset and Mayor Jerry M. Patterson. Councilman Harry K. Yamamoto was absent. RECESS EXECUTIVE SESSION the same Councilmen present. At 7:17 P.M., Council recessed into Executive Session. At 7:55 P.M. Council reconvened with CITIZENS CRIME Council appointed the PREVENTION COMMISSION following members to the APPOINTMENTS newly formed Citizens Crime Prevention Commis- sion for a period of approximately 90 days, the duration of the Citizens Crime Prevention Commission, on motion of Council- man Ward, seconded by Councilman Griset, and unanimously carried: Robert A. Malone, and Karen Lee, representing the Press. INVOCATION PLEDGE OF ALLEGIANCE Following the Pledge of Allegiance to the Flag, Mayor Patterson gave the Invocation. COMMUNITY DEVELOPMENT Mayor Patterson stated ACT, 1974 that the purpose of the POLICY meeting was to discuss the report, "Policy Issues in Community Development Program", dated October 18, 1974, from the City Manager; that with the passage of Federal legisla- tion dealing with community development there will be considerable Federal funds available to the City; and that it is important for all of the Commissioners concerned with development of the City to be working and cooperating together to make the City better in every way. The City Manager stated that the report contains three philo- sophically different position papers that have been submitted for discussion in an effort to expedite formulation of guide- lines for the preparation of an application, covering the next CITY COUNCIL MINUTES 396 OCTOBER 23, 1974 three years, for federal monies, including discretionary funds, to be used for community development and improvement. He directed attention to the cover memo of the three reports which sets forth nine major policy areas for discussion. The City Manager introduced the three people responsible for preparation of the position papers, Richard Goblirsch, Executive Director of the Redevelopment Agency; Charles Zimmerman, Planning Director and Manuel Rede, Assistant to City Manager - Community Relations. Mr. Goblirsch reviewed his position, stating that if the federal monies are used in a concerted effort in the downtown Redevelopment Project Area, it will produce a more visible re- sult and also reduce the cost to the taxpayer by spending federal dollars in lieu of tax increment dollars. In the discussion that followed, questions were raised regard- ing the purpose of the Community Development Act and the legality of using the monies in the Redevelopment Project Area along with the advantages and disadvantages of spreading the funds throughout the various areas of the City to improve housing for low and moderate incomes, and for other projects to improve living conditions in the City. Mr. Goblirsch stated that the federal monies could be used in the Redevelopment Project Area to create senior citizens hous- ing; to acquire needed property; to relocate families; and to improve redevelopment sites. Mr. Rede stated that the intent of the Act is to assist people of low and moderate income; that the principal beneficiaries of the Redevelopment Project Area are commercial and industrial; that the primary benefit to low and moderate income people of that area would be to be relocated elsewhere; that Council should consider the needs of the entire City rather than one concentrated area; that the Act requires low and moderate income citizen participation for implementation of its benefits; and that Council should not support the Redevelopment Project at the expense of the rest of the community. He recommended that Community Relations be authorized to prepare a Community Development Plan under guidance from the City Manager and in cooperation with the Building Department, Housing Authority, Planning Department, Public Works Department, and Redevelopment Agency, and other City departments and community groups. Mr. Goblirsch stated that downtown redevelopment would have an impact on the entire community because for every dollar spent by the Agency, private enterprise spends five dollars; and that redevelopment will be the biggest long-term job generator ever to happen in the City. He recommended that a majority of the funds be committed to Redevelopment, and that the overall plan for Community Development be combined effort of the various City departments, with the Planning Department being charged with the responsibility of producing the actual plan. Mr. Zimmerman stated that the Planning Department believes that the money spent should have a maximum priority impact upon a given area; that it is premature to identify target areas prior to completion of the Housing Element which will point to defini- tive areas of concern; that when the various state mandated elements are completed, Planning will do some very specific community planning; and that right now theirs is a neutral position with respect to the position of the Community Redevelop- ment and Community Relations recommendations. He added that the ripple effect - every dollar spent of Community Development funds should result in a concomitant type of public effect; and that the Planning Department is best qualified by past CITY COUNCIL MINUTES 3 97 OCTOBER 23, 1974 experience to prepare the Community Development Plan and its application. The City Manager stated that it would be a gross injustice to the other areas of the City to put all or even 90 percent of the funds into one area; that his recommendation is to pick a few areas and try to get maximum input to achieve a balanced equity approach. He added that the time frame is unrealistic; that April 15 is the last day for filing the application with the Department of Housing and Urban Development; and that December 1 is the first day. HUMAN RELATIONS Pamela Zanelli stated COMMISSION that the Human Relations RECOMMENDATION Commission had voted to go on record as favoring the preparation of the Community Development Plan and applica- tion by the Planning Department in collaboration with a City department task force appointed by the City Manager. Councilman Evans left the meeting. Council considered the nine major areas of policy concern and the conclusions and recommendations in each as set forth in the City Manager's report dated October 18, 1974. ITEM NO, 1 - PREPARATION Council designated the OF PLAN City Manager responsible for the preparation of a three-year Community Development Program and concurred in his recommendation to designate the Assistant to the City Manager-Community Relations to serve as Project Coordinator of a task force of key depart- ment Directors which would include the Planning Director and the Executive Director of the Redevelopment Agency to assist in preparing the application, on the unanimously approved (5-0) motion of Councilman Griset, seconded by Councilman Ward. ITEM NO. 2 - TIME By unanimous (5-0) informal FRAME agreement, Council received and filed the information that the initial program must be for a three-year period for the application, with an annual review and probable addition of one year; and that early preparation of the plan and its approval by HUD could entitle the City to additional funds. ITEM NO. 3 - FUNDING Council authorized the City Manager to make application for a ten percent planning advance of first-year formula funds (approximately $70,000) to retain the option of providing additional planning amsistance for the refinement of more comprehensive and specific neighbo~heed development programs, on the unanimously carried C5~0) motion of Councilman Griset, seconded by Councilman W~ard. ITEM NO. 4 TARGET AREAS Items 4 and 6, were ITEM NO. 6 CITIZEN deferred pending a report PARTICIPATION from City Manager at the November 4 Council Meeting, if possible, outlining some priority projects with rough cost CITY COUNCIL MINUTES 398 OCTOBER 23, 1974 estimates in the designated Target Areas, on motion of Councilman Garthe, seconded by Councilman Ward, and unanimously carried (5-0). ITEM NO. 5 - ELIGIBLE Council approved the PROJECTS following recommended policy for project eligibility, on motion of Councilman Ward, seconded by Councilman Griset and unanimously carried (5-0): Eligible Projects - Not only should those needed physical capital projects be considered in a target area which are most directly related to the preven- tion of residential blight and promotion of a good living environment, but potentially eligible are those projects affecting employment, health, crime, and social factors. Thus, specific projects might be considered to reduce vandalism within a residen- tial neighborhood, or to reduce youth violence by promoting job opportunities, or to staff a repre- sentative of the Police Department within a neighbor- hood to help reduce crime and improve the effective- ness of police services. Consideration of major public land acquisitions, such as additional park sites, must certainly be kept to a minimum because of limited funding. ITEM NO. 7 ITEM NO. 8 ITEM NO. 9 - ing policies GOAL ESTABLISHMENT Councilman Garthe's PROGRAM REVIEW motion, seconded by FINAL APPROVAL Councilman Griset, to approve the follow- was carried unanimously (5-0): Goal Establishment Staff should assume the initia- tive in providing planning leadership and serving as resource advisers so that relevant facts, surveys of potential community needs, and viable options in determining priorities can be presented to the residents of target neighborhoods in an expeditious manner. Program Review - A proposed three-year development program and funding application containing goals, priorities and funding schedules should be reviewed by the advisory citizens committee as soon as pomsible so that Council may authorize the application by January. Final Approval Council should retain responsibility for final approval of the Community Development Program, and hold the Manager accountable for its implementation.
