HomeMy WebLinkAbout12-19-1974MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA December 19, 1974 The Adjourned Regular Meeting of the City Council was called to order by Vice Mayor Evans at 5:00 P.M., in Room 831, City Hall, 20 Civic Center Plaza. The Clerk reported that proper Notice and Posting of the meeting had been provided. The following Councilmen were present for roll call: J. Ogden Markel, John Garthe, Harry K. Yamamoto, James E. Ward, Lorin Griset and Vice Mayor Vernon S. Evans. Mayor Jerry M. Patterson was absent, but he arrived at 5:05 P.M. WARD 1 VACANCY Vice Mayor Evans recognized Mr. Clark Loomis, represent- ing the East Orange County Board of Realtors, who distributed copies of a Board Resolution recommending the appointment of Harold H. Gosse, Jr., to fill the forthcoming vacancy on the City Council for the Ward 1 representative. The Resolution was received and filed on the unanimously approved motion of Councilman Garthe, seconded by Councilman Markel. RESOLUTION NO. 74-189 A RESOLUTION OF THE CITY EMERGENCY EMPLOYMENT ACT COUNCIL OF THE CITY OF SANTA ANA AUTHORIZING THE CITY MANAGER TO APPLY TO THE U.S. DEPARTMENT OF LABOR FOR FEDERAL EMERGENCY EMPLOYMENT ACT FUNDS was adopted on the unanimously (16-0) approved motion of Councilman Griset, seconded by Councilman Ward, after having been read by title only on the unanimously approved motion of Councilman Garthe, seconded by Councilman Markel. (CA 140.11) Mayor Patterson arrived at 5:05 P.M. SANTA ANA RIVER Councilman Evans reported FLOOD PROTECTION AGENCY on the meeting he had AGREEMENT attended regarding the formation of the Santa Ana River Flood Protection Agency. He stated that Agency costs through the month of June, 1975, would be absorbed by the Orange County Flood Control District; that on July 1, 197S, each member city would be assessed $1,500 for a year's membership; that each member city has one vote; that an increase in dues would need to be ratified by the members; that a city may resign from the Agency after a year; that there are approximately eight Orange County cities committed to joining, and another six or seven who are tentatively committed. Councilman Evans moved to approve the Joint Powers Agreement for the Santa Ana River Flood Protection Agency for a period of one year, and authorized its execution by the Mayor and Clerk of the Council. The motion was seconded by Councilman Yamamoto, and unanimously carried C7-0). Councilman Evans further stated that there would be one part time coordinator employed, and that the County Flood Control District would provide the office space. CA~74~89) CITY COUNCIL MINUTES 475 DECEMBER 19, 1974 BARRANCA STORM DRAIN The Agreement between City AGREEMENT and the Orange County Flood Control District, the City of Tustin, and Irvine Indus- trial Complex for the extension of termination date of Agreement dated April 2, 1974, which provides for the cooperative construc- tion of Barranca Channel, and inclusion of sewer siphon at Warner Avenue in Barranca Channel construction as Phase III, was approved, and its execution by the Mayor and Clerk was authorized, on the unanimously carried motion of Councilman Griset, seconded by Councilman Evans. (A-74-90) MUNICIPAL ELECTION, 1975 The Clerk of the Council CANDIDATES' STATEMENT was instructed to require OF QUALIFICATIONS a $100 non-refundable deposit from each Council candidate to help defray preparation and mailing costs of English and Spanish translations of Statements of Candidate's Qualifica- tions, on the unanimously approved motion of Councilman Evans, seconded by Councilman Yamamoto. (CA 68) EXECUTIVE SESSION At 5:30 P.M. Council recessed for an Executive Session to consider the appointment to the forth- coming vacancy on the City Council in Ward 1 as a result of Mayor Patterson's announced resignation, effective January 2, 1975. Council reconvened at 7:05 P.M. without Mayor Patterson and Councilman Markel, who had departed during the course of the meeting. ADJOURNMENT unanimously approved motion Councilman Yamamoto.
