RECOMMENDED ACTION
Direct the City Attorney to prepare and authorize the City Manager and
the Clerk of the Council to execute an amendment to the agreement with
RBF Consulting for an additional $25,000 for the completion of Citywide
Design Guidelines.
DISCUSSION
The City has been working with RBF Consulting on the preparation of a
Citywide Design Guidelines manual. The Guidelines will be a set of
architectural and graphic design principles that provide guidance to
business owners, homeowners, City staff ~nd the design community regarding
the development and rehabilitation of property. Since the last formal
update to the Design Guidelines in 1984, changes in development trends in
the City and the desire to offer progressive design solutions has resulted
in the need for an updated and comprehensive document. The Planning and
Building Agency has identified this as a priority objective and intends to
complete the document in fiscal year 2004-05.
The consultant's primary responsibilities have included reviewing existing
design standards and policies, reformatting and updating existing text and
complementary graphics, and the preparation of new text and graphics for
design principles that have not yet been developed. The final product,
currently in a draft format, will be a document that is easy to interpret,
have an innovative page layout, and will be able to be posted on the
City's website to allow 24 hour accessibility to interested parties.
Staff has been reviewing the draft design guidelines with Ad Hoc
Committees from the Planning Commission and Historic Resources Commission
since last summer. Once the Ad Hoc Committees complete their review, the
consultant will complete final revisions. It is anticipated that the
Citywide Design Guidelines will be presented to the City Council for
review in June 2005.

FISCAL IMPACT
Funds in the amount of $25,000 are available in the Planning and Building
Agency's account for other contractual services (account no. 11-505-6291).
