APPROPRIATION ADJUSTMENT NO. 2004-05-036 - Accepting the
Federal Library Services and Technology Act Public Library Staff Education
Funds award of $7,095 in revenue account and appropriate the funds to the
expenditure accounts for the purpose of reimbursing library staff currently
enrolled in Masters' in Library Science programs for costs related to that
education.

FAMILIES AND COMMUNITIES TOGETHER GRANT

APPROPRIATION ADJUSTMENT NO. 2004-05-040 - Accepting the County
of Orange Families and Communities Together (FaCT) grant funds award of
$49,125 in revenue account and appropriate the funds to the expenditure
accounts for day care services for clients attending programs at the Corbin
Family Resource Center.

FEDERAL EMPOWERMENT ZONE - presented by the Community
Development Agency
Patti Nunn, Economic Development Manager, presented an update of the
Santa Ana Federal Empowerment Zone (FEZ). Highlights of this presentation
are as follows:
. The major philosophy of the program is to assist in the establishment of
sustainable economic development that starts from the ground up
. Ten-year federal designation that Santa Ana received on January 13,
1999.
. Covers a four square mile region of the City

WORK STUDY SESSION
. The FEZ offers various federal tax incentives to Empowerment Zone
companies
. Santa Ana has received $24.9 million in federal funding since 1999
. Four year business plan includes investment of $11.3 million to create a
sustainable community; employ 5,000 Empowerment Zone residents by
2012; promote Federal Tax Credit Program to Empowerment Zone
businesses
. Business plan also includes Research and Development infrastructure; job
incubator academy, and community investment portfolio
. Past projects include the Delhi Community Center ($1.9 mil); Logan
Community Center ($350,000); Santa Ana Children's Zoo ($300,000);
Hands Together Center for Children
. Santa Ana's FEZ completed Phase I and II of the Research and
Development Infrastructure
. Identified valuable information on the skills gap and barriers to
employment for the Empowerment Zone residents
. Phase I of the Daisy Wheel Program served over 800 residents; of those
served, 128 were placed in jobs
. Through the Entrepreneurial Training Program, 127 residents were
enrolled in the Daisy Wheel System
. The Santa Ana Empowerment Corporation has authorized two grants and
loan funding to Santa Ana Boys and Girls club and KidWorks
. Any FEZ business that hires or currently employs FEZ residents may earn
an annual federal credit up to $3,000 per qualified employee
. Issued over 772 federal employment credits to over 65 Empowerment
Zone companies, resulting in $2.3 million in 'federal tax credit earnings
. Future goal - self sustainability after zone expires
