RESOLUTION NO. 78-1
A RESOLUTION OF THE HOUSING AUTHORITY
OF THE CITY OF SANTA ANA DISAPPROVING
IN ADVANCE THE PROVISION BY THE ORANGE
COUNTY HOUSING AUTHORITY OF LEASED
HOUSING TO PERSONS OF LOW INCbME WITHIN
THE AREA OF OPERATION OF THE HOUSING
AUTHORITY OF THE CITY OF SANTA ANA
WHEREAS, Housing Authorities Law, Chapter 1 of
Part 2 of the Health and Safety Code of the State of Cali-
.fornia, Section 34200 et seq. provides fo.r the creation and
functioning of housing authorities in the counties and
cities throughout the state I and
WHEREAS, the Orange County
the Housing Authorìty of the City of

WHEREAS, the Orange County Housing Authority has
requested authority to admìnister a leased housing program
for persons of low income within the area of operation of
the Housing Authority of the City of Santa Anal and
WHEREAS, Section 343l2.5(b) of the Health and
Safety Code of the State of California authorizes a housing
authority to provide leased housing to persons of low income
throughout the county in which it operates, except that such
leased housing may not be provided within the area of opera-
tion of another authority if the local governing body of the
other authority disapproves in advance I and
WHEREAS, California Health and Safety Code Section
34290 and 34291 provide for the creation of a housing com-
mission by ordinance, where the governing body of a city has
declared itself to be the commissioners of the housing
authority I and
WHEREAS, pursuant to these sections, the Santa Ana
. Housing Authority ("Authority") has created the Housing
Advisory Commission of the City of Santa Ana by Ordinance
No. NS-1358, and
WHEREAS, California Health and Safety Code Section
34292 provides that if a housing commission is created
pursuant to the above said s.ections, its functions shall be
to review and make recommendations on all matters to come
before the authority prior to authority action, except
emergency matters and matters which the Commission by
resolution excludes from its review, and
WHEREAS, the Housing Advisory Commission of the
City of Santa Ana disapproved in advance the provision by
the Orange County Housing Authority of leased housing to
persons of low income wìthin the area of operation of the
Housing Authority of the City of Santa Ana by Resolution No.
78-1, adopted February 7, 1978.

NOW, THEREFORE, BE IT RESOLVED, By the Housing
Authority of the City of Santa Ana, pursuant to Section
34312.5 of the Health and Safety Code of the State of Cali-
fornia, that it h~reby disapproves in advance the provision
of leased housing by the Orange County Housing Authority to
persons of low income within the area of operation of the
Housing Authority of the City of Santa Ana.
