WHERFAS, the United states Department of HoosÍD1 ani uman Devel~Jt
("HDD") has ~ the Rsntal Rshabilitatia1 Fl:U: Law ("P1.UI;: Law") of the City
of Santa Ana ("CITI!") ani the HoosÍD1 Authority of the City of Santa Ana
(IIHJAII) p.¡rsuant to sectia1 17 of the United states HoosÍD1 Act of 1937 (42
U.S.C. 1437); ani
WHERFAS, the CITI! has received a ocmni'bnant frail HDD for the P1.U: LðIu
for funds for Federal Fiscal Year 1990 to finance the rehabilitatia1 of rental
properties for the benefit of lower incaIIe families; ani
WHERFAS, the CITI! ani the HJA desire to set forth their rights ani
obliqatians oonc:emin;¡ the P1.ogran. in a MeIIm'an:ium of Un:ierstan:1in; to be
executed by the CITI! ani HJA.

Santa Ana as follows:
