Proper Notice had been mailed and posted with Affidavits on file with the Clerk of the Council. The following Councilmen were present: Gordon Bricken, David F. Ortiz, Harry K. Yamamoto, Vernon S. Evans, David L. Brandt, James E. Ward and Mayor John Garthe. Also present were City Manager Bruce C. Spragg, City Attorney Keith L. Gow, Director of Public Works Ronald Wolford, "Register" Reporter Lynn O'Dell, Mr. Thomas Blackman, Jr. of Great Western Reclamation Co., and Clerk of the Council Florence I. Malone. TRASH CONTRACT The City Manager MODIFICATIONS reviewed his written report dated January 22, 1976, regarding the status of the trash contract negotiations between the Staff and Mr. Tom Blackman, Jr. He stated that agreement had been reached on all of the issues voted on by Council on January 19, except one, the Contractor's request for supplemental monthly labor payments; that in order to re- solve the issue, the Contractor has agreed to furnish the Staff with a complete audit for calendar year 1974 and 1975; that this information will enable Staff to make some good recommendations for a fair settlement of Great Western's request for a rate increase. He stated that Staff has also compiled data to show exactly what the City has paid the Contractor since 1963, when the contract went into effect; he distributed ledger sheets containing that information. The Council consensus was to authorize Staff to proceed with the drafting of the completed contract as outlined in the Manager's report to provide a method for both commercial and residential increases and for extension of the contract based on justifiable data submitted by the Contractor.
