"IT- Prior to the vote on the motion, the Secretary Pro-Tem reported that the applica- tion approved by the Department of Housing and Urban Development for 100 low- rent leased housing units was still being processed; and that this application for 150 additional dwelling units proposed by Resolution 72-12 was initiated subsequent to receiving information that additional funds were now available which might make it possible to provide the 150 units which had been deleted from the original application for 250 units. Commissioner Herrin suggested that it might be advisable to proceed with the processing of the 100 unit allocation to find out what the results might be before applying for the additional units. . Commissioners Yamamoto, Griset and Chairman Patterson disagreed with Commissioner Herrin's proposal stating that delaying the application might result in loss of the additional units altogether; that 250 was the number of units originally proposed; and that the Authority exercises control over the management of the program which will insure leasing to and maintaining responsible tenants in the leased units. 8 , . . , . . 8 . . 8. - '.'- RESOLUTION 72-13 RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA INDICATING ITS INTENT TO CONTROL ANNUAL ROUTINE OPERATING EXPENSES, AND TO ESTABLISH AVERAGE ANNUAL TENANT RENTS TO INSURE THAT FOR PROJECT #CAL 93-2 THE REASONABLY ESTIMATED AVERAGE ANNUAL OPERATING EXPENSE, INCLUDING RENT TO THE OWNER, IS NO GREATER THAN 90% OF (1) ACHIEVABLE DWELLING RENT, AND (2) THE BASIC (FIXED) ANNUAL CONTRIBUTIONS BY HUD was adopted on motion of Commissioner Villa, seconded by Commissioner Griset and carried with Commissioners Herrin and Evans dissenting.
