MINUTES HOUSING AUTHORITY OF THE CITY OF SANTA ANA, CALIFORNIA November 20, 1972 A Regular Meeting of the Housing Authority of the City of Santa Ana was called to order by Vice Chairman Vernon S. Evans at 2:10 P. M., in the Council Chambers of the City Hall Annex, 530 North Ross Street, Santa Ana. The following members of the Authority responded to the roll call: Ray Villa Wade Herrin Lorin Griset Harry K. Yamamoto Vernon S. Evans Chairman Jerry M. Patterson arrived at 2:15 P. M. There were also present by invitation the following: Bruce Spragg, Secretary Pro Tem James A. Withers, Attorney for the Authority Florence L Malone, Recording Secretary Con Bliss, Reporter MINUTES The full reading of the Minutes of the Regular Meeting and the Adjourned Regular Meeting of October 16, 1972 was waived and the Minutes were unanbnously approved as mailed on motion of Commissioner Herrin seconded by Commissioner Yamamoto. SECTION 23 LEASED HOUSING PROGRAM IMPLEMENTATION REPORT The Commissioners considered a report from the Secretary Pro Tem, dated November 16, 1972, recommending bnplementation of the Leased Housing Program by bnmediate recruitment of a full-tbne Housing Coordinator and Clerk. Commissioner Herrin stated that he had understood that consideration would be given to employing someone who was already established in the business of administrating rental properties, someone who would be able to be more effective with a high degree of efficiency insofar as the expenditure of public funds is concerned; and that he would prefer that method of bnplementation. Commissioner Griset concurred and stated that he was not prepared to move ahead with the recommendation until information was presented regarding the possibilities of an agreement with people who are experienced in property nlanagement with a proven record of capability in providing housing for low-income and minorities in the area. -1- , . . I., . . . , . . Commissioner Villa stated that he was opposed to further delays in implementing the program. Chairman Patterson arrived at 2:15 P.M. In addition Commissioner Villa stated that he also opposed the recom- mendation because the program would be supervised by the Assistant to the City Manager; that in his opinion, the program coordinator should report directly to the Housing Authority; that the Leased Housing Program offices should not be located in the Community Relations division but rather in the Mayor's office because of the relationship between the Housing Coordinator and the Housing Authority. Commissioner Yamamoto also stated that he was opposed to further delay but had thought a comparison of both operating procedures (in-house vs. consultant) would be forthco:ming from Staff. Mr. Spragg stated that more time would be required for investigation of private consultants' ability to manage the program, the cost of such management and whether or not such a method would be approved by the Department of Housing and Urban Development. Chairman Patterson stated that he favored an "in-house" management program as recommended in the report: and that, whenever necessary, private consultants could be used to assist Staff. The matter of employing a management consultant vs. additional city personnel to implement the 23 Leased Housing Program was referred to Staff for study and report on motion of Co:mmissioner Herrin, seconded by Co:mmissioner Griset and carried on the following roll call vote: AYES: NOES: ABSENT: Herr~ Griset, Evans, Yamamoto Villa, Patterson None Mrs. Leah Potter, Vice President of the Senior Citizens' Club of Santa Ana presented to Council a petition with 426 signatures requesting a feasibilitf study of the construction of a :multi-story, low-rent apartment complex near Birch Park for senior citizens. SENIOR CITIZEN APARTMENT COMPLEX Mrs. Potter stated that the proposed apartment would up-grade the Birch Park area; that the need has grown since the subject was first submitted to the Planning Department in 1966 or 1967; and she requested that the Co:mmission give the :matter its highest priority. The matter was referred to Staff for study and report on the unanimously carried motion of Co:mmissioner Villa, seconded by Commissioner Yamamoto. Co:mmissioner Herrin requested that the report presented be as completely detailed as possible regarding implementation utilizing HUD programs as well as private funding. -2- , . . .., - . . . , . . RESOLUTION 72-15 INCOME LIMITS Resolution 72-15 Re-establishing Maximum Income Limits for Hous:ing Authority Tenants was unanimously adopted on Commissioner Griset's motion, seconded by Commissioner Yamamoto. Commissioner Villa stated his opinion that the leased housing program should provide housing for those persons who are displaced by City development and should not be based solely on minimum and maximum incomes. Chairman Patterson stated that income is a determining factor in tenant selection; that the program must recognize the need at the low-income level; and that a displaced person with an income of $1, 000 or $1,500 per month would not experience the same problems in relocation as the displaced person with an income of $250 per month. Commissioner Herrin stated that it would be difficult to maintain records on income increases once a tenant had been accepted under the program.
