I. ~ . .. . , ~- MINUTES HOUSING AUTHORITY OF THE CITY OF SANTA ANA, CALIFORNIA JULY 2, 1973 The Annual Meeting of the Housing Authority of the City of Santa Ana was called to order by Chairman Jerry M. Patterson at 4:10 P.M., in the Council Chambers, 22 Civic Center Plaza, Santa Ana in accordance with Authority By-Laws. The members of the Authority responded to the roll call a s follows: Present Absent John Garthe Harry K. Yamamoto Jerry M. Patterson Vernon S. Evans James E. Ward Lorin Griset J. Ogden Markel The following persons were also present: Bruce C. Spragg, Secretary Pro Tern James A. Withers, Attorney for the Authority Manuel Red.;", Assistant to the City Manager for Florence I. Malone, Recording Secretary Representatives of the Press Community Relations The Secretary distributed copies of a letter from the Housing Coalition of Orange County, dated June 25, 1973, enclosing a copy of a Resolution to the Orange County Board of Supervisors recommend- ing that the Board send a request to the President of the United States asking an immediate end tb the moratorium on federally funded housing assistance programs. REPORT OF SECRETARY PRO TEM The letter, written by the Housing Coalition Chairman, Mrs. Josephine Caines, requested that the Authority support this request before the Board of Supervisors at its meeting on July 10. Commissioner Yamamoto's Jnotion, seconded by Commissioner Ward, to endorse the request for the end of the moratorium and to also request continuation of refinement and improvement of the housing programs was unanimously carried. The status report of the Section 23 Housing Program, dated June 20, was received and filed by common consent. The Authority affirmed the continuation of its present officers, Chairman Jerry M. Patterson and Vice Chairman Vernon S. Evans, on the unanimously approved motion of Commissioner Griset, seconded by Com- missioner Ward. AFFIRMATION OF PRESENT OFFICERS - . . . ;"" .. . . . '. . . . , The full reading of re solutions, the title s of which appeared on the public Agenda, was waived on the unanimously approved motion of Commissioner Evans, seconded by Commissioner Ward. RESOLUTIONS READING WAIVED A RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA ACCEPTING THE RESIG- NATION OF BRUCE C. SPRAGG, AS SECRETARY PRO TEM, AND APPOINT- ING MANUEL A. REDE AS SECRETARY AND EXECUTIVE DIRECTOR OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA, was unanimously adopted on motion of Commissioner Gr'ise't, seconded by Commissioner Ward. RESOLUTION NO. 73-1 APPOINTING SECRETARY AND EXECUTIVE DIRECTOR A RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA RESCINDING RESOLUTION 72-4 AND RE-DESIGNATING THE OFFICE OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA, was unanimously adopted on motion of Commissioner Griset, seconded by Commis sioner Ward. RESOLUTION NO. 73-2 RE-DESIGNATING HOUSING AUTHORITY OFFICE RESOLUTION NO. 73-3 RE-DESIGNATING TIME AND PLACE OF REGULAR MEETING A RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA RESCINDING RESOLUTION 72-9 AND RE-DESIGNATING OF THE HOUSING AUTHORITY adopted on motion of Yamamoto. THE TIME AND PLACE OF REGULAR MEETING OF THE CITY OF SANTA ANA, was unanimously Commissioner Griset, seconded by Commissioner A RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA ADOPTING BUDGET FOR PROJECT CAL 93-l0F THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA FOR FISCAL YEAR ENDING JUNE 30, 1974, was adopted on motion of Commissioner Griset, seconded by Commissioner Ward, with Commissioners Garthe and Evans dissenting.
