MINUTES
HOUSING AUTHORITY OF THE CITY
OF SANTA ANA, CALIFORNIA
January 20, 1975
The Regular Meeting of the Housing Authority of the City of
Santa Ana was called to order at 2:10 P.M., by Chairman Harry
K. Yamamoto, in the Council Chambers, 22 Civic Center Plaza,
Santa Ana. The following members of the Authority responded
to the roll call:

The full reading of the
Minutes of December 16,
1974 meeting was waived
and they were approved as mailed, on the unanimously carried (7-0)
motion of Commissioner Evans, seconded by Commissioner Ward.

REPORT OF DIRECTOR
SENIOR CITIZENS HOUSING
Nothing to report.
The Executive Director
introduced the President
of National Housing
Consultants, Inc., Mr.
Charles L. Peters, and stated that staff was tentatively recommending
selection of the firm to the Authority for approval and recommendation
to the Department of Housing and Urban Development for the develop-
ment and construction of 200 units for the Senior Citizens Housing
Project, located at Birch, Ross and Second Streets, in the downtown
Redevelopment Project Area.
Mr. Peters introduced Mr. Peter Kamnitzer, AlP, following a brief
recapitulation of his firm's activities in related areas.
Mr. Kamnitzer, using artist renderings, described the proposed
development and identified the other members of the Project Team,
the architectural firm of Kamnitzer, Marks, Lappin and Vreeland
(KMLV) , Beverly Hills, and the contractor, Gallegos Company of
Santa Ana.
He stated that senior citizens would have a choice of four different
apartments in a combined high-rise and low-rise structure.
Richard Goblirsch, Executive Director of the Redevelopment Agency,
stated that the Agency's role would be to deliver the site to the
developer for $800 a unit, or a total of $160,000. He recommended
that the housing be a private development, remaining on the tax
roles, as opposed to non-profit.

The proposal for the development and construction of 200 units
for a senior citizens housing project, as presented by National
Housing Consultants, pursuant to the recommendation of the
Selection Committee, was approved on motion of Commissioner
Evans, seconded by Commissioner Griset and carried (6-1) with
Commissioner Markel dissenting.
Commissioner Bricken requested staff to provide resumes for the
staff members of the National Housing Consultants firm.
