MINUTES
HOUSING AUTHORITY OF THE CITY
OF SANTA ANA, CALIFORNIA
August 18, 1975
The Regular Meeting of the Housing Authority of the City of
Santa Ana was called to order at 2:10 P.M., by Chairman Harry
K. Yamamoto, in the Council Chambers, 22 Civic Center Plaza,
Santa Ana. The following members of the Authority responded
to the roll call:

MINUTES
The full reading of
the Minutes of the
Annual Meeting of
approved as mailed, on
Commissioner Evans,
July 21, 1975, was waived and they were
the unanimously carried (5-0) motion of
seconded by Commissioner Garthe.
A letter dated July
31, 1975, from the
Housing Authority of
the County of San Joaquin regarding HUD re-evaluation of low
fair market rents was received and filed on the unanimously
approved (5-0) motion of Commissioner Garthe, seconded by
Commissioner Ward.
COMMUNICATIONS
FAIR MARKET RENTS
Resolution No.1 of the Central California and Bay Area Chapters
of the National Association of Housing and Redevelopment Officials
requesting the Department of Housing and Urban Development to
review and to revise upward all West Coast fair market rents was
discussed by the Authority.
The Chairman was authorized to write a letter to HUD requesting
a review of the fair market rents in Santa Ana with emphasis on
3-bedroom (or more) rentals, setting forth conservative, factual
information to substantiate the request, on the unanimously
approved (5-0) motion of Commissioner Ward, seconded by Commissioner
Bricken.
The Status Report, of
the Director dated
August 12, 1975, for
the Housing Authority Program was received and Mr. Rede orally
reported that the Section 23 Leased Housing Program normally
operates at 95% occupancy; that certificates are being issued
under the Revised Section 23 HAP Program; and that he had been
working with the developer to prepare a financial package for the
Senior Citizens Housing Project.

It was moved by Commissioner Ward, seconded by Commissioner
Bricken and carried (4-1) with Commissioner Evans dissenting,
to receive and file the report and the trial balances for the
period ending July 31, 1975 for Section 23 Leased Housing and
for Revised Section 23, Housing Assistance Payments Program.
