January 19, 1976 The Regular Meeting of the Housing Authority of the City of Santa Ana, was called to order at 2:16 P.M., by Chairman Harry K. Yamamoto, in the Council Chambers, 22 Civic Center Plaza, Santa Ana. The following members of the Authority responded to the roll call: . Present Absent Gordon Bricken David F. Ortiz John Garthe Vernon S. Evans David L. Brandt James E. Ward Harry K. Yamamoto, None Chairman The following staff members were also present: . Manuel Rede, Executive Director-Secretary Keith L. Gow, City Attorney Bruce C. Spragg, City Manager Florence I. Malone, Recording Secretary Representative of the Press . A RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA RECOGNIZING THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AS THE LEAD AGENCY FOR THE PURPOSE OF PREPARING THE ENVIRONMENTAL IMPACT REPORT FOR THE HOUSING AUTHORITY'S REVIEW AND CONSIDERATION PRIOR TO ACTING UPON THE PROPOSED CONTRACT FOR SALE OF LAND FOR PRIVATE REDEVELOPMENT BY AND BETWEEN THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA, THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA AND NATIONAL HOUSING CONSULTANTS INC. AND APPROVING AFORESAID CONTRACT AND AUTHORIZING THE CHAIRMAN AND EXECUTIVE DIRECTOR/SECRETARY EXECUTE THE SAME, was read by title only and full reading was waived on the unani- mously approved motion of Commissioner Garthe, seconded by Com- missioner Ward and carried (7-0). The Resolution was adopted on motion of Commissioner Evans, seconded by Commissioner Ward, and carried on the following roll call vote: RESOLUTION NO. 76-1 NOES: Bricken, Ortiz, Garthe, Evans, Brandt, Ward, Yamamoto None AYES: ABSENT: None . On motion of Com- missioner Evans, seconded by Commis- sioner Bricken and carried (7-0) unanimously, the following were received and filed: REPORT OF SECRETARY The December, 1975 Monthly Report for the Section 8 - New Construction (SENIOR CITIZENS HOUSING PROJECT) dated January 13, 1976 and the report from the Executive Director dated January 12, 1976, accompaning Resolution 76-1, included a time table of events precedent to the . MINUTES HOUSING AUTHORITY -2- January 19, 1976 . construction of the Santa Ana Towers Project for Senior Citizens, the chart indicated the target date for occupancy as June 1, 1977. On motion of Commissioner Evans, seconded by Commissioner Bricken and carried (7-0) unanimously, the following were received and filed: . The December, 1975 Monthly Report for the Section 8 Program (Existing Units) indicating that as of January 1, 1976, of the 150 eligibility certificates authorized by HUD, 117 certificates have been issued, 112 for the Very-Low Income and 5 for Lower Income, and that a total of 46 units are under lease; and the December 1975 Trial Balance Report for the Section 8 - Housing Assistance Payments Program (HAP), indicating a balance of $80,070.71. Oh motion of Commissioner Ward, seconded by Commissioner Bricken and carried (6-1) with Commissioner Evans dissenting the following were received and filed: . The December, 1975 Monthly Report for Section 23 Leased Housing (Existing Units), indicating that 87 of the 100 authorized units were under lease as of January 1, 1976 and that 84 are occupied by tenants. December, 1975, Trial Balance Report and Budget Estimate Worksheet for Section 23 Leased Housing Program indicating a balance $580,040.66. On motion of Commissioner Evans, seconded by Commissioner Ward and carried (7-0) unanimously, the following were received and filed: . The December, 1975 Monthly Report for Revised Section 23 - Housing Assistance Payment Program (HAP), indicating that 45 of 50 units authorized by HUD were under lease and occupied by tenants as of January 1, 1976; that 250 units of the 300 previously allocated under Revised Section 23 Program are in the process of conversion by HUD to Section 8; and that as of January 1, 1976, 100 certificates have been issued and 45 tenants occupy a home or an apartment. December 1975, Trial Balance Report and Budget Estimate Worksheet for Revised Section 23 - Housing Assistance Payments Program (HAP), indicating a balance of $117,779.00. MINUTES The full reading of the Minutes of the Regular Meeting of December 15, 1975, was waived and they were approved as mailed, on the unanimously carried (7-0) motion of Commissioner Bricken, seconded by Commissioner Ward. . BILLS AND COMMUNICATIONS Nothing to report. . to the Housing Authority, with the proviso On motion of Com- missioner Bricken, seconded by Commissioner Evans, the Authority supported the concept of an Advisory Commission that staff investigate SENATE BILL 1127 TENANT REPRESENTATION FOR HOUSING AUTHORITIES IN THE STATE OF CALIFORNIA ,. . . . . . MINUTES HOUSING AUTHORITY - 3- January 19, 1976 the feasibility of combining the Housing Advisory Commission function with one of the existing Advisory Commissions. The motion carried on the following roll call vote: AYES: Bricken, Ortiz, Garthe, Evans, Ward, Yamamoto NOES: Brandt ABSENT: None REPORTS OF COMMITTEES Nothing to report. UNFINISHED BUSINESS Nothing to report. NEW BUSINESS Chairman Yamamoto expressed his desire for improved and regular communication regarding the Agenda between staff and the Authority Chairman content.
