MINUTES HOUSING AUTHORITY OF THE CITY OF SANTA ANA, CALIFORNIA June 7, 1976 The Adjourned Regular Meeting of the Housing Authority of the City of Santa Ana, was called to order at 2:12 P.M., by Chairman Harry K. Yamamoto, in the Council Chambers, 22 Civic Center Plaza, Santa Ana. The following members of the Authority responded to the roll call: Present Absent -- David F. Ortiz John Garthe James E. Ward Harry K. Yamamoto, Chairman Vernon S. Evans David L. Brandt Gordon Bricken The following persons were also present: Manuel Rede, Executive Director-Secretary Keith L. Gow, City Attorney Bruce C. Spragg, City Manager Florence I. Malone, Recording Secretary Representatives of the Press The full reading of the Minutes of May 17,1976, and the Special Minutes of May 25, 1976, was waived and they were approved as mailed subject to the following addition under New Business to the Minutes of May 25, on motion of Commissioner Ortiz, seconded by Commissioner Garthe, and unanimously carried (4- 0) . MINUTES Commissioner Bricken stated that first of all the units will be made available. We have a Housing Authority and have demonstrated we can do the job and we have a need in this community. On the other hand, I feel that we should try and secure additional units if those units are going to serve our people, which they would, because we have the need. Yet there are many communities in this surrounding neighborhood who are not meeting their obligation at all. I would be willing to allow them the privilege of meeting their obligations by applying for them (Housing Units). I want to secure the units if other people will not meet their responsibilities. If there is some way we can encourage these other communities, fine. If not let us reserve the right to secure them, if they don't. I am inclined to make an application and withdraw it if other people wish to apply. Commissioner Bricken arrived at 2;15 P.M. BILLS AND COMMUNICATIONS Nothing to report. The Executive Director stated that other Housing Authorities had the opportunity to apply to the Department of Housing and Urban Development for housing units; and it appears that most of them will do so. Mr. Rede reminded the Authority that June 11, was the final filing date for the Santa Ana Housing Authority to apply for additional units. REPORT OF SECRETARY MINUTES HOUSING AUTHORITY - 2- June 7, 1976 . The Executive Director described the problems the City would face if sub-standard housing in the community were brought into the program with respect to inspection and rehabilitation. Councilman Ward responded that the City's housing program is on a volunteer basis and that sub-standard housing could be avoided. Mr. Rede replied that it was conceivable that some sub-standard units could be brought into the program if the City applied for additional units. . On motion of Commissioner Ward, seconded by Commissioner Garthe, and carried unanimously (5-0) the Authority waived full reading and titles of Res 01 ution No. 76- 4 and Resolution No. 76- 5. The Executive Director explained to the Authority that none of the 988 units applied for by the Orange County Housing Authority would be placed in Santa Ana, but in other cities in Orange County, and in the unincorporated areas of the County. . A RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA AUTHORIZING AND DIRECTING THE EXECUTIVE DIRECTOR TO TAKE ALL NECESSARY STEPS TO FILE FOR ADDITIONAL HOUSING UNITS UNDER THE "SECTION 8 HOUSING ASSISTANCE PROGRAM FOR EXISTING HOUSING", AND DIRECTING AND DESIGNATING THE EXECUTIVE DIRECTOR AS THE AUTHORITY OF THE CITY OF SANTA ANA TO ACT IN CONNECTION WITH THE AFORESAID APPLICATION AND TO PROVIDE SUCH ADDITIONAL INFORMATION AS MAY BE REQUIRED BY THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, was not acted upon. RESOLUTION NO. 76-4 RESOLUTION NO. 76-5 A RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA AUTHORIZING THE EXECUTION OF SECTION 23 HOUSING ASSISTANCE PAYMENTS CONTRACT FOR PROJECT NO. CA-093-003, was unanimously approved on motion of Commissioner Ward, seconded by Commissioner Garthe and carried (5-0). . The Chairman was authorized to forward a letter to HUD expressing the City's dissatisfaction with the unreasonable contractor delays experienced by the Senior Citizens Housing Development (Santa Ana Towers) and to request appropriate action to influence immediate commencement of construction by the contractor, was approved on motion of Commissioner Ward, seconded by Commissioner Bricken and carried (5-1) with Commissioner Ortiz dissenting.
