HOUSING AUTHORITY OF THE
CITY OF SANTA ANA, CALIFORNIA
July 25,1978
The regular Meeting of the Housing Authority of the City of
Santa Ana was called to order at 6:15 P.M., by Chairman Oavid
F. Ortiz, in the City Council Chambers, 22 Civic Center Plaza,
Santa Ana.

The full reading of
Minutes of the Regular
Meeting of June 27, 1978
was waived and they were approved as mai led on the unanimously
carried 7:0 motion of Commissioner Evans, seconded by Commissioner
Brandt.
The monthly report for
the Section 8 Rental
Assistance Payments
Program dated July 17, 1978
indicating that 407 of the
470 units authorized by the Department of Housing and Urban Development
(HUD) were under lease as of July 1, 1978, was received and filed on
the unanimously carried 7:0 motion of Commissioner Evans, seconded by
Commissioner Brandt.

RESOLUTION 78-2, A RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY
OF SANTA ANA AUTHORIZING EXECUTION OF SECTION 8 HOUSING ASSISTANCE
PAYMENTS PROGRAM ANNUAL CONTRIBUTIONS CONTRACT PART 1 FOR EXIST-
ING HOUSING PROGRAM INCLUDING PROJECT NUMBERS CA16-E093-001, CA16-
E093-004, CA16-E093-005 and CA16-E093-006, PROVIDING FOR THE IN-
CORPORATION OF SAID PART 1 INTO MASTER SECTION 8 ANNUAL CONTRIBU-
TIONS CONTRACT NO. SF-503 AND PROVIDING FOR THE DEPOSIT OF MONIES
PURSUANT TO A GENERAL DEPOSITARY AGREEMENT was adopted on the
unanimously carried motion 7:0 of Commissioner Bricken seconded
by Commissioner Ward.
The Secretary reported that the term of the agreements is for five
years; and that the budget for 1978-79 for the entire 613 unit
program is $1,837,008.

12 months accomplishments
of the existing housing
programs for the basic
Section 8 program that seeks to lease housing throughout the city
to low or moderate income fami1 ies or seniors, and the new construc-
tion project (Santa Ana Towers) was received and filed on the unani-
mously carried 7:0 motion of Commissioner Evans, seconded by
Commissioner Brandt.

ANNUAL REPORT RECEIVED
AND FILED; ELECTION OF
OFFICERS
David Ortiz and Gordon Bricken were elected to serve as chairman
and Vice Chairman, respectively, for the ensuing year, on the
unanimously carried motion 7:0 of Commissioner Evans and seconded
by Commissioner Brandt.

A report dated
June 19,1978, pre-
pared by Edward L.
Flores advising that
the U.S. Department of
Housing and Urban Develop-
ment (HUD) had notified the City of its approval of an Annual
Contributions Contract with the Authority in the amount of
$502,920 for a total of 143 additional units of existing housing
under the Section 8 Rental Subsidy Program, was received and
filed on the unanimously carried motion 6:0 of Commissioner
Garthe seconded by Commissioner Bricken.

PROMISSORY NOTE
FOR HOUSING REHABILITATION
LOAN PROGRAM
EXECUTIVE AUTHORIZED
As recommended in the
report dated June 14,
1978, prepared by Edward
L. Flores, the Authority
approved a Promissory
Note to the United
California Bank in the amount of $200,000 for the Housing Rehabi-
litation Loan Program and authorized its execution by Chairman
Ortiz, on the unaimously carried motion 6:0 of Commissioner
Ward, seconded by Commissioner Garthe.

BUDGETS FOR SECTION 8
EXISTING AND NEW
CONSTRUCTION PROGRAM
APPROVED
As recommended in the
report dated June 16,
1978, prepared by Edward
L. Flores, the Authority
approved the budget for
Section 8 Housing
Assistance Payments Program for existing housing for fiscal
year 1978-79, in the amount of $1,167,430 and for new construction
under the same program, in the amount of $779,160, on the
unanimously carried 6:0 motion of Commissioner Ward, seconded
by Commissioner Garthe. Mr. Rede stated that existing housing
pertains to the Authority's leased housing operation and new
construction pertains to the senior citizen's housing program;
that both programs are Federally funded and do not involve the
use of City general fund money and no staff increase is contem-
plated for the operations of the programs.
Responding to an inquiry from Councilman Bricken, Mr. Rede
stated that there are nine employees in the Housing Authority;
that two are supported from Administrative funds from the senior
housing project and seven from the leased housing program; and
that the department is also supported by CETA personnel.
Commissioner Ward commented that the housing program is losing
good personnel and that staff should review this area to see
what can be done to keep good employees.

on the unanimous carried motion 6:0 of Commissioner Bricken,
seconded by Commissioner Yamamoto.
