MINUTES
HOUSING AUTHORITY OF THE
CITY OF SANTA ANA, CALIFORNIA
OCTOBER 2,1978
The regular meeting of the Housing Authority of the City of Santa
Ana was called to order at 2:12 p.m., by Chairman David F. Ortiz in
the City Council Chambers, 22 civic Center Plaza, Santa Ana, Califor-
nia.

unanimously carried 5:0 motion of Commissioner Evans, seconded by Com-
missioner Ward.
The monthly report for the
Section 8 Rental Assistance
Payments Program dated Sep-
tember 19, 1978 indicating
that 403 of the 613 units
authorized by the Department of Housing and Urban Development (HUD)
were under lease as of September 1,1978, was received and filed on
the unanimously carried 5:0 motion of Commissioner Evans, seconded
by Commissioner Ward.

As recommended in the report
dated September 26,1978, pre-
pared by Peter A. Grams, the
report of the HUD Review of
Santa Ana Towers was received and filed on a carried 5:0 motion by Com-
missioner Evans, seconded by Commissioner Ward. This inspection is part
of the overall HUD mandate in which periodic inspections are made of all
approved projects and programs receiving federal assistance.
NEW BUSINESS
REPORT: HUD REVIEW OF SANTA
ANA TOWERS PROJECT
The results of the inspection were detailed in two letters from the
Los Angeles HUD Office. One inspection was directed at the physical
plant and condition of the individual units, and the second part of the
HUD review took in the administration and management of the project.

Engineering Review: The overall finding by HUD and Housing
Authority staff was positive. Some of the corrections required
were: hall carpeting in a few areas had rolls and ripples,
some exit signs needed light bulbs, minor adjustments are re-
quired to air conditioning unit on roof, and the reflecting
pool had no operable circulating pump. Also, security measures
are required for ground floor apartment windows and patio doors.

Administration/Management Review: A thorough review of the
personnel policies building security measures, certification
process for applicants, rent collection procedures, and secu-
rity deposits and lease documents. The following corrections
were requested: security deposits no longer required by Sec-
tion 8 regulations and should be paid to three tenants who
previously paid them; security coverage for evening and week-
end periods should be instituted; and a Certificate of Assists
form is required for each tenant file.
Mr. Charles Peters, President of National Housing Consultants, Inc.,
responded to the two HUD letters with his own correspondence dated
September 19 and 20,1978. The response letter to the HUD Engineering
Review was very positive and Mr. Peters concurred with the findings
in most cases. He did not agree with the following: equiping all
exit doors with panic hardware; installation of additional security
measures to ground floor windows and patio doors; and replacement of
circulating pump for reflection pool.
In Mr. Peters' letter to the HUD Management Review, he also responded
to most of the HUD findings in a positive fasion. One major area of
disagreement exists, that of building security measures, and this will
have to be researched more in detail before the Housing Authority can
accept Mr. Peter's position.
Councilman Harry Yamamoto commented on the Senior Citizens Project
(Santa Ana Towers). He asked why the Housing Authority staff took
so long in making the inspection, why was it not made sooner. (i.e. If
a senior citizen has problems with his carpet, must he wait nine
months or until another inspection before it is repaired) and was
this inspection/review an expense to the Housing Authority Commission.
Mr. Manuel Rede, Executive Director, answered Councilman Yamamoto's
questions by stating that quarterly reports are being made to the
Housing Authority to the progress of the Santa Ana Towers and that
the inspection/review was made by HUD at no expense to the Santa Ana
Housing Authority Commission.
