HOUSING AUTHORITY OF THE
CITY OF SANTA ANA, CALIFORNIA
DECEr~BER 4, 1978
The regular meeting of the Housing Authority of the City of Santa Ana was called
to order at 2:10 p.m., by Mayor Vernon S. Evans in the absence of Chairman David
F. Ortiz and Vice-Chairman Gordon Bricken, in the City Council Chambers, 22 Civic
Center Plaza, Santa Ana.

was waived and they were approved as
mailed on the unanimously carried 5:0 motion of Commissioner Brandt, seconded
by Commissioner Garthe.

The monthly report for the Section 8
Rental Assistance Program dated Novem-
ber 21, 1978 indicating that 417 of
the 613 units authorized by the De-
partment of Housing and Urban Develop-
ment (HUD) were under lease as of November 1, 1978, was received and filed on
the unanimously carried 5:0 motion of Commissioner Garthe, seconded by Com-
missioner Brandt.

PAYMENTS PROGRAM

A report dated November 27, 1978 and
written by Mr. Peter A. Grams stating
basically this report was only a follow
up to the HUD Review of the Santa Ana
Towers Project that took place late
summer in 1978, was received and filed on the unanimously carried 5:0 motion of
Commissioner Yamamoto, seconded by Corrmissioner Brandt.
The October report basically showed that the HUD inspection was a positive one
regarding the physical condition of the building and the management of the pro-
ject. Of the HUD recommendations for certain improvements, the owner, Mr. Charles
Peters, indicated that corrections had been made except for a security guard re-
quirement.

REVIEW OF SANTA ANA TOWERS
PROJECT
As a result of the difference of opinion regarding the need for a security guard
at the Towers, the Executive Director, Mr. Manuel A. Rede, asked to meet with
Mr. Peters and his project director, Mr. Alvin Burrell, to discuss and review
the existing staffing and procedures that the Towers had for security arrangements.
Mr. Peters explained in detail the coverage he had instituted through the employ-
ment of two residents and the use of portable beepers connected to the emergency
call system. With this coverage, Mr. Peters believes that a security guard arrange-

ment is in many aspects taken care of and that a large majority of his tenants
are satisfied with this system. It was then left up to Mr. Peters to communi-
cate this system to HUD for their review and approval. As of this date, no
response has been received from HUD as to the final resolution of the matter.

Two of the seven Housing Authority positions, including the position of Housing
Coordinator, were ~acant, thus creatine¡ a severe diffic\Jav in milintilinina
effective levels of service to the community. Mr. Edward Flores, formerly Hous-
ing Coordinator for the Santa Ana Housing Authority, agreed to perform and/or
supervise under a temporary agreement at his former hourly rate of pay ($9.68),
for a term not to exceed 60 days.
Mr. Flores served for a period of 20 working days for a total of 160 hours,
which amounted to $1,548.80 in full. Mr. Flores' services were invaluable and
enabled the Authority to continue operations at a high level of effectiveness.

PRIMARY INSURANCE
COVERAGE FOR HOUSING

recommendi ng that the Santa Ana Hous i ng
Authority approve the purchase of primary
liability insurance from the Great American
Insurance Company for $3,145 and extend authority to have such coverage bound im-
mediately by the City's insurance broker, Alexander & Alexander was approved on
the carried 5:0 motion of Commissioner Yamamoto, seconded by Commissioner Brandt.
The City of Santa Ana established a self-insurance program for its public liability
in 1976 and currently maintains this program at a self-insured retention of $500,000.
The Housing Authority of the City of Santa Ana is named insured under this policy
and is afforded the comprehensive coverage provided by it.
The Housing Authority did not have the financial capacity necessary to participate
in the self-insured aspects of the City's liability program. Therefore, it was
felt that the procurement of primary comprehensive general and automobile liability
insurance (coverage from $0 to $500,000) was indicated as being the most economically
feasible way for the Housing Authority to maintain adequate liability protection in
the otherwise self-insured first layer of the overall program.
Of the seven companies contacted, three submitted quotations:
Great American Insurance Company $3,145.00
Hartford Insurance Company $3,153.00
Home Insurance Company $3,215.00
It was recommended that the lowest of the three quotations, Great American Insurance
Company, be accepted. The purchase of such insurance would safeguard against the
adverse fiscal effects that could be suffered in the event a large unanticipated
claim was levied against the Housing Authority.
