MINUTES HOUSING AUTHORITY OF THE CITY OF SANTA ANA, CALIFORNIA May 24, 1977 The Adjourned Regular Meeting of the Housing Authority of the City of Santa Ana was called to order at 6:45 P.M., by Chairman Harry K. Yamamoto, in the Council Chambers, 22 Civic Center Plaza, Santa Ana. The following members of the Authority responded to the roll call: Present Absent Gordon Bricken David F. Spragg, City Manager Manuel Rede, Executive Director Florence I. Malone, Recording Secretary Representatives of the Press MINUTES The full reading of the Minutes of April 18, 1977, approved as mailed on by Commissioner Ortiz, and May 16, 1977, was waived and they were the motion of Commissioner Evans, seconded and unanimously carried (7-0). BILLS AND COMMUNICATIONS Nothing to report. missioner documents On motion of Com- missioner Ward, seconded by Com- Bricken and carried unanimously (7-0), the following were received and filed: REPORT OF SECRETARY 1. The Monthly Report for the Section 23 Leased Housing (Existing Units), indicating that 30 of the 100 authorized units were under lease as of May 1,1977. 2. April 30, 1977, Trial Balance for the Section 23 Leased Housing Program, indicating a balance of $570,605.53. 3. The Monthly Report for the Section 8 Leased Housing, indicating that 280 of the 450 authorized by HUD were under lease as of May 1, 1977. 4. April 30,1977, Trial Balance for the Section 8 Housing Assistance Payments Program (HAP), indicating a balance of $738,963.87. . .. . . =.;. . MINUTES HOUSING AUTHORITY -2- MAY 24, 1977 SENIOR CITIZEN HOUSING DEVELOPMENT BUDGET, FISCAL YEAR 1977-1978 APPROVED The Authority approved the proposed Budget for Senior Citi- zen Housing (Section 23 Revised - New Construction) Program for fiscal year 1977-78, in the amount of $690,570, on the unanimously carried motion (7-0) of Commissioner Ward, seconded by Commissioner Bricken. The 200-unit Senior Citizens Housing Development is in the final stages of completion, and initial tenant occupancy is scheduled for late August and early Septem- ber, 1977. It is located near Birch Park, First and Ross Streets. RESOLUTION NO. 77-2 TENANT MAXIMUM INCOME LIMITS CONTINUED A RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA REPEALING RESOLUTION NO. 72-15 AND ESTABLISHING MAXIMUM INCOME LIMITS FOR ADMISSION TO, AND OCCUPANCY OF, LOW-INCOME HOUSING LEASED BY THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA was continued to the next Regular Meeting of June 20, 1977, on motion of Commissioner Bricken, seconded by Commissioner Ward, with Commissioner Evans dissenting (6-1). Commissioner Ward stated that there is a great need in Santa Ana for housing for low-income families. Commissioner Bricken agreed and stated that he did not favor raising the income limits for tenants. SPECIAL HOUSING ALLOCATION FROM SCAG APPROVED On motion of Com- missioner Ortiz, seconded by Commis- sioner Garthe, and carried (6-1) with Commissioner Evans dissenting, the Authority approved the 20-unit SCAG (Southern California Association of Governments) Allocation for inclusion in the City's Section 8 Program, and authorized the Executive Director to submit the required documentation to secure the Allocation. On motion of CQmmissioner Bricken, seconded by Commis- sioner Ward, and carried (7-0), the Authority approved participation in the joint application for 49 units of Leased Housing for Handicapped persons, and authorized the Chairman to forward a letter of "Intent to Participate" to the Chairperson of the Orange County Housing Authority. STATE DEPARTMENT OF HOUSING & COMMUNITY DEVELOPMENT ALLOCATION 49 UNITS FOR HANDICAPPED - APPROVED REPORTS OF COMMITTEES Nothing to report. UNFINISHED BUSINESS Nothing to report. NEW BUSINESS Commissioner 'Brandt requested that the developer of the Senior Citizens Consultants, Inc., provide a the housing site on First Street.
