MINUTES HOUSING AUTHORITY OF THE CITY OF SANTA ANA, CALIFORNIA JANUARY 8, 1979 The regular meeting of the Housing Authority of the City of Santa Ana was called to order at 2:06 p.m., by Mayor Vernon S. Evans in the absence of Chairman David F. Ortiz and Vice-Chairman Gordon Bricken, in the City Council Chambers, 22 Civic Center Plaza, Santa Ana. Present Absent Gordon Bricken David F. Ortiz Harry K. Belmont, Recording Secretary MINUTES APPROVED The full reading of Minutes of the Regular Meeting of January 8, 1979 was waived as mailed on the unanimously carried 5:0 Ward, seconded by Commissioner Brandt. and they were approved motion of Commissioner The monthly report for the Section 8 Rental Assistance Program dated December 27, 1978 indicated that 441 of the 613 units authorized by the Department of Housing and Urban Development (HUD) were under lease as of December 1,1978, was received and filed on the unanimously carried 5:0 motion of Commissioner Brandt, seconded by Commissioner Ward. REPORT OF SECRETARY SECTION 8 RENTAL ASSISTANCE PAYMENTS PROGRAM RECEIVED AND FILED A report dated January 3, 1979 and written by Mr. Peter A. Grams recommending authori- zation for staff to request to the U.S. Department of HUD to convert 100 housing units (presently allocated to the Santa Ana Housing Authority) from the Section 23 housing program to the Section 8 leased housing program and that this allocation be specifically designated for Mobile Home Renters was approved on a 5:0 carried motion by Commissioner Ward, seconded by Commissioner Yamamoto. NEW BUSINESS REPORT: CONVERSION OF SECTION 23 ALLOCATION (100 UNITS) TO SECTION 8 FOR MOBILE HOME RENTERS In October, 1978 an amendment sponsored by Congressman Jerry Patterson was passed by Congress and signed by the President that allowed Section 8 rental subsidies to be applied to mobile home park residents. Due to the strong interest in some form of control on space rental prices from mobile home park groups in the City and the difficulty some park residents have with rent levels, the recommendation regarding the 100 unit allocation would be to focus these units toward needy persons in the mobile home parks of the City. The interim report of the mobile home park's issue, filed by the Advisory Commission, referred to the opportunity to capture 100 units of Section 8 for mobile home park renters. The HAC recommended that the Housing Authority Comml.ssion lnltlate toe necessary steps to effect such a conversion and that it be focused towards mobile home park renters. -~ £ . ~ . . - . A report (walk-on item) dated January 4,1979 and written by Manuel A. Rede, recommended approval of: 1) professional Accountant services (on a quarterly basis) by Alexander Grant & Co., 2) temporary contractual services of a Housing Program Supervisor (pending recruitment of a Housing Coordinator), and 3) an adjustment to salary range of Hous- ing Coordinator position - from range 379 ($1,327 - $1,612) to range 393 ($1,420 - $1,725), was approved on a carried motion of 5:0 by Commissioner Ward, seconded by Commissioner Yamamoto. Approval was made pending upon certain conditions: Commissioner Ward recom- mended that staff review their accounting procedures and began to think more on "long term" accounting services; after the Authority approved the requested recommendations, staff is to review their requirements for Housing Coordinator and maybe began thinking of looking for a "Housing Director," and finally that staff is to report their accounting needs at the next budget session of Council. NEW BUSINESS REPORT: SPECIAL STAFFING NEEDS - ACCOUNTING & PROGRAM SUPERVISION Commissioner Yamamoto commented that staff should review the require- ments of the housing staff (i.e. individual should know enough accounting and be qualified to keep the books and help the Housing Program keep up to the required level of HUD, for the Housing Authority did not want to do anything detrimental to HUD. Mr. Grams commented that the Housing Authority needed a professional accountant to be able to function on a professional level, that there were enough federal funds for a temporary Housing Program Supervisor on a contractual basis, pending the recruitment of a Housing Coordinator; and that the reason the Housing Authority staff was recommending approval of an adjustment to salary range of the Housing Coordinator's position was that the recent recruitment for that position produced only one person who passed the examination process and became eligible for appointment. The private sector seemed to have more attractive job offers than the City and this pay range did not appeal to many. ADJOURNMENT At 2:12 p.m., the meeting was adjourned on the unanimously carried 5:0 motion of Commissioner Yamamoto, seconded by Commissioner Evans.
