MINUTES ¡œSING AUTHORITY OF THE CITY OF SANTA ANA, CALIFORNIA MAY 7, 1979 '!he regular meetirg of the Ibusirg Authority of the City of Santa Ana was called to order at 2:08 p.m., by Chairman R:>bert Luxembourger in the City Council Chambers, 22 Civic Center Plaza, Santa Ana. '!he full readirg of the Regular Meetirg on April 2, 1979 was waived and they were approved as mailed on the unanil1Pusly carried 7:0 l1Ption of Carunissioner Yamamoto, seconded by Carunissioner Ward. '!be l1Pnthly report for the Rental Assistance Program dated April 25, 1979 indicated that 467 of the 613 units authorized by the Depart- ment of Housirg & Urban Developnent (HUD) were under lease as of May 1, 1979. Mr. Manuel Rede, Executive Director, ccmnented that there had been 26 leases and contracts renewed for families currently receivirg assistance through the Section 8 Program. Four families currently receivirg housirg assistance were relocated within the Hous- irg Authority Program. '!his canpares with 26 relocations durirg the l1Pnth of March, 1979, and is attributable to the increases in Fair Market Rents (FMR) granted by HUD in March. 'IWO certificates were issued durirg the first week of April, 1979, and an additional 40 applicants have been notified that they would receive Certificates on April 27,1979, provided that they would submit income verification prior to the Certificate briefing. REPORI' OF SECREI'ARY SECTlOO 8 RENI'AL ASSISTANCE PAYMENTS PRŒRAM . RECEIVED AND FILED . . On April 17, 1979 the Housirg Authority accepted 539 applications for housing assist- ance. For one-bed roan, there were a total of 160 applications, but only 3 Certifi- cates are available; two-bedroan, there were a total of 165 applications, 117 Certi- ficates available; three-bedrooms, there were 122 applications, 10 Certificates available; and for the four-bedroan, there were 79 applications, and only 16 Certi- ficates available. c)'¡t of the 539 new accepted applications, five were found to be over-incaned and eight had no family income. Carunissioner Serrato asked Mr. Rede how the Santa Ana Housirg Authority went about advertisirg for new application acceptance. Mr. Rede stated that we do have a number of families on file and as soon as we know that applications are goirg to be opened, we immedi"'t:ely send them a post card tell irg them that we are in the process of acceptirg applications for this program. 2 I~ I" ~ . . . MINUTES - MAY 7, 1979 . Canmissioner Serrato also asked if the SAIIA advertised, even if there were no Cer- tificates available, (i.e., one-bed roan housin:}). Mr. Rede canmented that we do advertise, but only for those bedroan sizes available and we do let the public know that the one-bedroans are presently not available. Canmissioner Serrato canmented about the new Federal law and HUD regulation which may require that we take appli- cations for all sizes of units even if Certificates are not available for all bedroan sizes. Canmissioner Serrato requested that Mr. Rede investigate the matter. Camlissioner Serrato asked if the SABA was servicing senior citizens. Mr. Rede ccmnented that we were under "New Construction" and also the Wycliff 'lbwers was federally assisted. He stated that there were about 600 Federally assisted housing units for senior citizens, but not all under the Section 8 Leased Ibusing Program, per se. In other words, the Section 8 Program is not specifically designated for senior citizens, but many of them are served by it. Canmissioner Ward canmented that under the Section 8 Program, the conversion of Mobile lkInes would also serve senior citizens. Mr. Rede stated that, as has been the case with Section 8 Leased Program, much of the housing assistance for i1Pbile hanes will be for senior citi- zens. . . . . Canmissioner Markel canmented that the Section 8 Housing Assistance Program seemed to him to be a "mini Welfare Program." He asked why the City did not turn all this available l1Pney and/or housing to the Welfare and they would service the people better than the City every could. He stated that he would abstain fran voting for the appro.ral of this report to be received and filed, since he did not agree with the program. Also, Camnissioner Markel canmented that he did not understand the Section 8 Housing Assistance Program and Canmissioner Ward and Chairman Luxembourger asked him to see the Executive Director of the SABA for full and thorough explana- tion of the program, at his convenience. UNFINSIHED BUSINESS - none '!he report of the Santa Ana Rehabilitation Loan Prograrrv'Pranissory Note of April ll, 1979, written by Mr. Al Scales, Property Rehab Supervisor, requesting authorization for the Chairman of the Santa Ana Housing Authority to execute a Pranissory Note in the amount of $140,000 to be deposited at United Califoria Bank (UCB), was unani- l1Pusly appro.red on a 7:0 carried l1Ption of Canmissioner Yam3I!Dto,.seconded by Cern- missioner Ward. . NEW BUSINESS: SANI'A ANA REHABILITATICN WAN PRX;RAM - PlU-IISSORY 00l'E Mr. Rede stated that all Rehab Loan Program funds are now presently encumbered and that this additional $140,000 is required to continue the program through the re- mainder of the fiscal year. He further stated that these funds are "drawn down" by pranissory note only as they are needed. Mr. Rede stated that the additional $140,000 being deposited at UCB was part of Canmunity Developnent funds and not part of the City's General Fund monies.
