Luxembourger in the City Council Chambers. 22 Civic Center Plaza. Present . Robert W. Luxembourger Al Serrato J. Ogden Markel Harry K. Yamamoto Gordon Bricken James E. Ward Daniel E. Griset (2:15 p.m.) . The following staff were also present: B.J. Thompson, City Manager Keith L. Gow, City Attorney Richard E. Goblirsch, Executive Director Peter Grams, Housing Programs Administrator Marth E. Lee, Deputy Clerk of the Council Eva A. Solis, Acting Recording Secretary MINUTES The minutes of the July 2, 1979 APPROVED Regular Meeting were unanimously approved 6:0 on the MOTION of Commissioner Ward, seconded by Commissioner Serrato. Commissioners expressed concern over the concentration of low-income housing in certain areas of the City, and the need for additional housing on the free market. Following discussion, MOTION was made by Commissioner Ward, seconded by Commissioner Luxembourger, to authorize the Chairman of the Housing Authority to write a letter of protest. After further discussion, the amendment to the MOTION that the letter of protest state that unless the issues surrounding zoning, neighborhood compatibility, and other planning matters were not re- solved to the City's satisfaction, HUD could consider the City's action on the matter as a protest FAILED on a 3:4 vote. Staff indicated the City's response to HUD on the construction project must be made by ~gust 9, 1979. MOTION was then made by Commissioner Griset, seconded by Commissioner ~errato, to receive and file the letter dated July 9,1979, from the U.S. Department of Housing & Urban Development regarding new construction of 54 housing units under the Section 8 Housing Assistance Payments Program. The MOTION carried on a 6:1 vote. BILLS AND COMMUNICATIONS LOW-INCOME HOUSING CONSTRUCTION RECEIVED & FILED MONTHL Y REPORT SECTION 8 PROGRAM RECEIVED AND FILED The MOTION of Commissioner Ward, seconded þy Commissioner Serrato, to receive and file the Monthly Report Section 8 Rental Assistance unanimously on a 7:D vote. Payments Program dated July 27, 1979, carried 8INISHED BUSINESS: REHAe LOAN SU80RDINATION REQUEST - STATUS REPORT RECEIVED & FILED on the request for subordination of prepared by the Executive Director. MOTION was made by Commissioner Bricken, seconded by Commissioner Serrato, to receive and file the status report dated July 27, 1979 a rehabilitation loan for Ms. Charlene Williams, The motion carried unanimously 7:0 . The MOTION by Commissioner Bricken, seconded by Commissioner rato, carried unanimously 7:0 to approve the following: 1. Adopt the amended Housing Authority FY 1979-80 Budget as approved by HUD 2. Authorize inclusion of 20% of the Executive Director's salary in the amended budget. 3. Delete one Account Clerk I from the FY 1979-80 Housing Authority Budget and add one Assistant Housing Coordinator to the FY 1979-80 Housing Authority Budget. 4. Delete one Typist Clerk II from the FY 1979-80 Housing Authority Budget and add one Steno Clerk I to the FY 1979-80 Housing Authority Budget. 4ItSOLUTION 79-1 The MOTION of Commissioner DEPOSITORY AGREEMENT Ward, seconded by Commissioner CONTINUED TO SEPTEMBER 4 Serrato, to continue to September 4,1979, consideration of a depository agreement with Wells Fargo Bank for the deposit of money pursuant to the Section 8 Housing Assistance Payments Program carried unanimously 7:0. NEW BUSINESS: AMENDED FY 1979-80 BUDGET HOUSING AUTHORITY APPROVED MOTION was made by Commissioner Serrato, seconded by Commissioner Ward, to continue to September 4, 1979, the preliminary boundary designation for the Marks-Foran bond program and the appointment of a Citizens Advisory Board. The motion carried unanimously 7:0. MARKS- FORAN BOND PROGRAr~ CONTINUED TO SEPTEMBER 4 ADJOURNMENT The meeting of the Santa Ana Housing Authority was adjourned at 2:45 p.m. on the MOTION of Commissioner Serrato, seconded 7:0. by Commissioner Griset, and carried unanimously .
