The Regular Meeting of the Housing Authority of the City of Santa Ana was called to order at 2:02 P.M. by Chairman Robert W. Luxembourger in the City Council Chambers, 22 Civic Center Plaza, Santa Ana, California. After the pledge to the Flag, roll was called: PRESENT ABSENT Robert W. Luxembourger-Chairman Al Serrato-Vice Chairman Commissioners Gordon Bricken Daniel E. Griset J. Ogden Harkel James E. Ward Harry K. Yamamoto (2:06 P.M.) The following Staff were also present: B.J. Thompson, City Manager Ed Cooper, Assistant City Attorney Richard E. Goblirsch, Executive Director Sharon L. Crommett, Housing Coordinator Martha E. Lee, Deputy Clerk of the Council Jill Sanchez, Acting Recording Secretary MINUTES The Minutes of the August 6,1979 APPROVED Regular Meeting were unanimous ly approved 6:0 on the MOTION of Commissioner Ward, seconded by Commissioner Bricken. Sharon Crommett, Housing Coordinator, recapped the letter submitted hy HUD area office regarding the approval of conversion of 100 units of Section 23 to Section 8 existing housing. After some discussion pertaining to the use of the alloca- tion for mobile homes, a MOTION was made by Commissioner Ward, seconded by Commissioner Bricken to receive and file the HUD letter. The motion carried unanjmously 6:0. COMMUNICATIONS HUD-SECTION 23 TO SECTION 8 HOUSING RECEIVE & FILE MONTHLY REPORT SECTION 8 PROGRAM RECEIVE & FILE HOTION was made by Commissioner Ward, seconded by Commissioner Bricken and carried unanimously 6:0 to receive and file the Monthly Assistance Payments Program dated August 24, Report Section 8 Rental 1979. UNFINISHED BUSINESS: REPORT - MARKS-FORAN The Executive Director briefed the BOUNDARIES AND Commission on the Marks-Foran ADVISORY BOARD Program. After considerable dis- . cussion, a MOTION was made by Commissioner Ward, seconded by Commissioner Bricken and carried unanimously 6:0 to: 1) Adopt preliminary boundaries to include the 2 . . . . City limits of Santa Ana; 2) Appoint Housing Advisory Commission as the Advisory Board for the Marks-Foran Program; and 3) Include income limits of 120% of median income as requirement for partici- pation. Commissioner Ward requested that the record show that he favors limiting the program to owner-occupied units only. NEW BUSINESS: ANNUAL REPORT SECTION 8 PROGRAMS RECEIVE & FILE MOTION was made by Commissioner Ward, seconded by Commissioner Bricken and carried unanimously 6:0 to receive and file the Annual dated August 15, 1979. Report of Section 8 Programs SOLICITATION OF AUDIT PROPOSALS FOR BI-ANNUAL AUDIT OF HOUSING AUTHORITY MOTION was made by Commissioner Ward, seconded by Commissioner Bricken and carried unanimously 6:0 to authorize the Executive audit proposals. Director to selectively solicit RESOLUTION 79- APPOINTING DEPUTIES OF THE EXECUTIVE DIRECTOR MOTION was made by Commissioner Markel, seconded by Commissioner Ward and carried unanimously 6:0 to adopt Resolution 79- A RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA APPOINTING DAVID N. REAM AND PETER A. GRAMS AS DEPUTIES OF THE EXECUTIVE DIRECTOR. ORAL COMMUNICATIONS HOUSING REPLACEMENT PROGRAM Commissioner Markel spoke in opposi- tion to the fact that the applicants for the Mead Housing Program had execution of the Agreement by Mayor & the houses were not up to the standards been relocated prior to the Clerk. He also stated that of the Building Code. After some discussion, a MOTION was made by Commissioner Ward, seconded by Commissioner Bricken and carried unanimously 6:0 to request that Staff take this matter under advisement and report at the evening session of the City Council on September 4, 1979. ADJOURNMENT The meeting of the Santa Ana Housing Authority was adjourned at 2:30 P.M. upon the MOTION of Commissioner Ward, seconded by Commissioner Griset and carried unanimously 6:0. .~ Q fl.
