MINUTES
HOUSING aUTHORITY OF THE
CITY OF SANTA ANA, CALIFORNIA
November 5,1979 2:00 P.M.
The Regular Meeting of the Housing Authority of the City of Santa Ana
was called to order at 2:10 D.m. by Vice-Chairman Serrato in the
City Council Chambers, 22 Civic Center Plaza, Santa Ana, California.
After the pledge to the flag and invocation, roll was called:

HUD NOTICE - TENTATIVE
FUNDING LEVELS FOR SECTION
312 PROGRAM - RECEIVE AND

The Tentative Funding levels for
Section 312 program was received
and fil ed on a MOTI ON by Commi ss i oner
Bricken, seconded by Commissioner
Griset. The motion carried una-
imously6:0 wit~ no discussion.
MONTHLY REPORT: SECTION 8
HOUSING ASSISTANCE PAYMENTS
PROGRAM - RECEIVE AND FILE
The Monthly Section 8 Report was received
and filed on a MOTION by Commissioner
8ricken, seconded by Commissioner Griset.
The motion carried unanimously 6:0 with
no discussion.
NEW BUSINESS
REVISION OF BY-LAWS FOR
HOUSING AUTHORITY -
RESOLUTION 79-3 - APPROVEQ
Mr. Peter Grams summarized the changes
to the By-Laws, the major of which is
the designation of Finance Director as
Treasurer of the Housing Authority. A
MOTION was made by Commissioner Bricken, seconded by Commissioner Ward and
carried unanimously 6:0 on a roll call vote to adopt Resolution 79-3.
Commissioner Markel initiated a discussion regarding the Section 8 monthly
Report. He asked for clarification on the definition of the terms: Units
Allocated, Units Under Lease and Net Gain/Loss. Vice-Chairman Serrato ex-
plained the various categories to Cåmmissioner Markel's satisfaction.

Mr. Grams spoke on the Bi-annual audit
required by HUD for the period of July,
1977 to June, 1979 on Section 8 Existing
new construction (Santa Ana Towers)
programs. The staff recommended the firm of Alexander Grant and Co. for the
audit on the basis that they are the low bidders. Commissioner Markel
brought up the issue of location of the firm. Alexander Grant is located in
Newport Beach. Commissioner Markel expressed his belief that the city should
patronize business located within the city. Commissioner Ward expressed his
desire to support local businesses when it is a responsible action to take.
Commissioner Yamamoto voiced an opinion in support of the low bid. On the
MOTION of Commissioner Ward, seconded by Commissioner Bricken, Alexander
Grant and Co. was approved on a 6:0 roll call vote.

was received and filed on a MOTION by
Commissioner Bricken, seconded by Commissioner
ADJOURNMENT
The meeting of the Santa Ana Housing
Authority was adjourned at 2:25 p.m. by
unanimous informal consent.
