The regular meeting of the Housing Authority of the City of Santa Ana was called to order at 2:10 p.m. by Chairman Luxembourger in the City Council Chambers, 20 Civic Center Plaza, Santa Ana, California. After the pledge to the flag and invocation, roll was called: PRESENT R.W. Luxembourger, Chairman Commissioners: A 1 Serrato J. Ogden Markel Harry K. Yamamoto Gordon Bricken James E. Ward Daniel E. Griset (2:10) The following Staff were present: Sharon L. Crommett, Housing Coordinator Richard E. Goblirsch, Executive Director Housing/Redevelopment Keith Gow, City Attorney Manuel Rede, Deputy City Manager Johnnie M. Sperling, Recording Secretary B.J. Thompson, City Manager The Minutes of the November 5, 1979 Regular Meeting and the Minutes of the October 15, 1979 Special Meeting were approved 7:0 on the MOTION of Commissioner Bricken, seconded by Commissioner Markel. MINUTES APPROVED AYES: NOES: ABSENT: Bricken, Griset, Luxembourger, Markel, Serrato, Ward, Yamamoto None None The Monthly Section 8 Report was re- ceived and filed on a MOTION by Commissioner Ward, seconded by Commissioner Serrato. The motion carried with a brief discussion regarding the number of units available versus the number of units leased up. Mr. Goblirsch pointed out that the Housing Authority has only just received the new Fair Market Rents, which should cause a decrease in the number of allocated units not under 1 ease. MONTHLY REPORT: SECTION 8 HOUSING ASSISTANCE PAYMENTS PROGRAM - RECEIVE AND FILE AYES: NOES: ABSENT: Bricken, Griset, Luxembourger, Markel, Serrato, Ward, Yamamoto None None . . . . 8 . UNFINISHED BUSINESS During the regular meeting of the City Council on December 3, 1979, the Council approved delegating responsibility for implementation of the SB 966 payments to the Housing Authority. The action taken by the Housing Authority was acceptance of the delegation of responsibility, which was effected through approval of Resolution 79-2 on a MOTION by Commissioner Ward and seconded by Commissioner Bricken. DELEGATION OF RESPONSIBILITY FOR IMPLEMENTATION OF SB 966 DEFERRED PAYMENT LOAN PAYMENTS RESOLUTION 79-2 - APPROVED AYES: NOES: ABSENT: Bricken, Griset, Luxembourger, Markel, Serrato, Ward, Yamamoto None None Keith Gow, City Attorney discussed the cancellation of the note. The cancellation as provided for in Resolution 79-4 would void the earlier note to UCB, and thus eliminate any possibility of a problem if the note is in other hands. A MOTION was made by Commissioner Ward, seconded by Commissioner Bricken to adopt Resolution 79-4. REHABILITATION LOAN PROMISSORY NOTE RESOLUTION 79-4 - APPROVED AYES: NOES: ABSENT: Bricken, Griset, Luxembourger, Markel, Serrato, Ward, Yamamoto None None ADJOURNMENT The meeting of the Santa Ana Housing Authority was adjourned at 2:20 p.m. on a MOTION by Commissioner Bricken, seconded by Commissioner Ward.
