MINUTES
HOUSING AUTHORITY OF THE
CITY OF SANTA ANA, CALIFORNIA
April 7, 1980 2:08 P.M.
The regular meeting of the Housing Authority of the City of Santa Ana was
called to order at 2:08 p.m. by Chairman Luxembourger in the City Council
Chambers, 22 Civic Center Plaza, Santa Ana, California. After the pledge
to the flag and invocation, roll was called:

The Monthly Section 8 Report was
received and filed on a MOTION
by Commissioner Serrato, seconded
by Commissioner Bricken.
In response to inquiries made by Commissioner Serrato, Mr. Grams
explained to the Commission that the Housing Authority is 95% leased up
in three of the five projects.

Audit 1978-79 - Commissioner Markel suggested HUD Management Audit be
done at least every 3 years. Mr. Goblirsch advised the Commissioners
that HUD does perform spot checks yearly, and that HUD will perform
Management Audits at different intervals if they feel that there are
serious problems in the program.

ORAL COMMUNICATIONS
Ms. Terri Grass, a Housing Authority tenant, addressed the Commission on
transferring her existing housing Certificate to the Anaheim Housing
Authority on the basis of conveniences to her and her handicapped child.
On a motion by Commissioner Ward, seconded by Commissioner Serrato, this
issue was referred to staff to initiate the transfer as requested by Ms.
Grass.

The Housing Authority Meeting was reconvened at 8:39 p.m. with all Commissioners
present.
DEFERRED LOAN
GRANTS - SB 966
Approved. It was moved by
Commissioner Griset and seconded
by Commissioner Ward to approve
the deferred loan grants as recommended in the staff report for the Housing
Replacement Program participants.

HOUSING REPLACEMENT
PROGRAM - FIRST TRUST DEEDS
Approved. In the evening session
it was moved by Commissioner Griset
and seconded by Commissioner Ward
to authorize execution of the appropriate documents for the first trust
deeds to participants in the housing replacement program.
