The City Attorney was instructed to prepare a resolu- tion requesting the Board of Supervisors to approve consolidation of the Special Municipal Election with the General Election to be held on November 2, and to combine amendments in formulating the ballot measures wherever possible, in order to shorten the ballot. CA 68 In separate actions, the Council approved the Charter Review Committee recommendations to amend Section 402 of the Charter pertaining to Compensation for Council Members as follows: 1) Councilman Bricken moved and Councilman Evans seconded a motion to instruct the City Attorney to prepare a measure for the ballot to amend Section 402 to increase the monthly compensation'the Mayor ~eceives over and above that which he receives as a Councilman from $7S.00 to $200.00. The motion carried (6:1), with Councilman Ortiz dissenting. z) A motion by Councilman Ward, seconded by Councilman Bricken, to instruct the City Attorney~-to prepare a measure for the ballot to amend Section 402 to increase the monthly compensa- tion of Council members from $125 to $300, carried (5:2), with Councilmen Ortiz and Evans dissenting. Mr. Richard Kreisler, Attorney representing the Police Benevolent Association and the Eiremen's Benevolent Associa- tion, stated that he had no objection to the action taken by the Council, inasmuch as it did not affect Sections 900, 1000, or 1100 of the City Charter. CA 50.1 MANAGEMENT REORGANIZATION Council received the PLAN - APPROVED City Manager's Report RES. 76---7~--~--~ ADOPTED dated July 21, entitled "Permanent Status for Management Reorganization Plan" and took the following action on motion of Councilman Ward, seconded by Councilman Bricken, and carried (6:1), with Councilman Evans dissenting: 1) Approved the Plan recommended by consultants, as revised, on a permanent basis, and authorized the City Manager to make permanent appointments to these positions; 2) Approved Class Specifications for the following positions: Administrative Assistant Executive Director of Administrative Services Executive Director of Community Services; 3) Approved Appropriation Adjustment No. 4 to provide funds in the amount of $10,140 for interns for Office of Budget and Management Analysis for 1976-77, in accordance with revised management reorganization. The foregoing motion included a resolution effective date of July 1, 1976. RESOLUTION NO. 76-79 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING SECTION 3 OF RESOLUTION NO. 58-281 BY DELETING THE CLASS TITLE OF DEPUTY CITY MANAGER AND ADDING THE CLASSES OF EXECUTIVE DIRECTOR OF ADMINISTRATIVE SERVICES AND EXECUTIVE DIRECTOR OF COMMUNITY SERVICES was adopted, on motion of Councilman Bricken, seconded by Councilman Ward, and carried (5:2), with Councilmen Brans and Yamamoto dissenting. CLASS TITLES AND CERTAIN COMPENSATION RATES ESTABLISHED FOR THE EMPLOYMENT OF UNEMPLOYED SANTA ANA RESIDENTS UNDER THE COMPREHENSIVE EMPLOY- MENT AND TRAINING ACT OF 1973 (C.E.T.A.) In a separate action, Staff was requested to prepare for Council a program to effect a reduction in-City CETA person- nel, on motion of Councilman Ward, seconded by Councilman Evans, and unanimously carried (7:0). Councilman Bricken ~larified the foregoing motion by stating that a program should-be proposed that would shift the load from public service employment to private employment rather than a reduction in staff.
