HomeMy WebLinkAbout05-16-1977MINUTES OF THE REGULAR & ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA May 16, 1977 The meeting was called to order at 2:00 P.M. in the Council Chambers, 22 Civic Center Plaza, by the Assistant Clerk of the Council in the absence of the Mayor and Vice Mayor. There was no response to the roll call of the Council, and the Assistant Clerk adjourned the meeting until a quorum of Councilmen was present at 2:37 P.M. Ail persons present in the Chambers were notified that the meeting would be delayed for a short time. The adjourned meeting was called to order at 2:37 P.M. in the City Council Chambers, 22 Civic Center Plaza, by Mayor Vernon S. Evans. The following Council members were present: Gordon Bricken, David F. Ortiz, Harry K. Yamamoto, and Mayor Evans. Councilmen John Garthe, David L. Brandt, and James E. Ward were absent. Staff members present were City Manager Bruce C. Spragg, Assistant City Attorney Edward J. Cooper, Assistant City Manager Ronald Wolford, Director of Public Works John E. Stevens, Planning Director Charles C. Zimmerman, and Clerk of the Council Florence I. Malone. INVOCATION PLEDGE OF ALLEGIANCE Bricken. CA 14 PRESERVATION OF On the motion of Council- SMITH-TUTHILL-LAMB BUILDING man Ortiz, seconded by REFERRED Councilman Yamamoto, and carried 4:0 unanimously, a letter dated May 6, 1977 from James D. Sleeper, Chairman of the Santa Aha Cultural Heritage Evaluation Committee, urging the preservation and utilization of the Smith-Tuthill-Lamb Mortuary building at S17 North Broadway, was referred to the Community Redevelopment Commission for consideration. Councilman Bricken stated that he would favor efforts to preserve such buildings if private citizens organizations would assume the responsibility for financing and following through with the project. CA 8S.lf HOURLY RATES FOR COUNTY A letter dated April 14, HEALTH OFFICER SERVICES 1977 was received from REFERRED Robert S. Stone, Director of Environmental Health for the County of Orange, transmitting a schedule of rates to be paid by the City during the year beginning on July 1, 1977 for services rendered in the enforcement of City ordinances; the letter was referred to Staff on the unanimously approved 4:0 motion of Councilman Bricken, seconded by Councilman Yamamoto. A-76-90 PROPOSED CHARTER REVISIONS On the motion of Council- CONTINUED man Bricken, seconded by Councilman Ortiz, and carried 4:0 unanimously, a letter dated May 3, 1977 from Richard C. Grace, Chairman of the Personnel Board, requesting Council to take the necessary steps to implement the recommended Charter revisions, was con- tinued to May 24, 1977. CA 129 CITY COUNCIL MINUTES 164 MAY 16, 1977 SENATE BILL 42 The Mayor was authorized DETERMINATE SENTENCING ACT OF 1976 to write letters to State LETTERS IN OPPOSITION AUTHORIZED Legislators in opposition to Senate Bill 42 on the unanimously approved 4:0 motion of Councilman Yamamoto, seconded by Councilman Ortiz. The motion was in response to a letter dated March 11, 1977 from the San Francisco Board of Supervisors transmitting their resolution opposing the Bill, and asking for support of recommendations for amendments. CA 57 REQUEST FOR CITY PURCHASE A letter dated May 11, OF PROPERTY DUE TO HARDSHIP 1977 from Eric S. Norby, REFERRED attorney for Dan Ormsby, requesting the City to purchase Mr. Ormsby's real property at 1034 North Lincoln, was referred to Staff for report and recommendation. Mr. Norby stated that his client is unable to sell his property because Santa Ana's Master Plan shows that part of the property is scheduled to be acquired for the expansion of Civic Center Drive. CA 29.8 INCREASE IN AUDIT FEE The request of Diehl, FISCAL YEAR 1977-78 AUDIT SERVICE Evans and Company for APPROVED an increase in maximum audit fee for 1977-78 professional services to $7,600 was approved on the motion of Councilman Yamamoto, seconded by Councilman Bricken, and carried 4:0 unanimously. CA 29.8 CA 29.1 USE OF SURPLUS EDA FUNDS FOR In accordance with the TRAFFIC SIGNAL INSTALLATIONS recommendation of Director APPROVED of Public Works John E. Stevens in his report dated May 10, 1977, use of surplus Economic Development Agency Funds for the construction of a traffic signal at Fruit Street and Tustin Avenue and the installation of left-turn phases at First Street and Fairview Street was approved on the motion of Councilman Bricken, seconded by Councilman Ortiz, and carried 4:0 unanimously. CA 140.30 ORAL COMMUNICATION On the motion of Council- WATER PROJECTS man Bricken, seconded by LETTERS AUTHORIZED Councilman Yamamoto, and unanimously 4:0 carried, the Mayor was authorized to write a letter to President Carter urging the reinstatement of water projects cut from the 1977-78 budget; and the Mayor was authorized to write letters to State legislators opposing Assembly Bill 399 as drafted and favoring a modification to provide different treatment of wastewater discharged into the ocean than is provided for wastewater dis- charged into rivers and lakes. CA 12 CITY COUNCIL MINUTES 165 MAY 16, 1977 ORAL COMMUNICATION Following Councilman TRAFFIC AT 4TH STREET & Bricken's comments NBWPORT FREEWAY regarding the traffic congestion at Fourth Street and the Newport Freeway, Assistant City Manager Ronald Wolford reported that plans are underway to improve the inter- section and construction should begin in the near future. CA 18.3 ORAL COMMUNICATION Councilman Bricken re- LOW VOTER TURNOUT ferred to an article in the May 15 Orange County Section of the "Los Angeles Times" newspaper and recommended that the City make an effort to improve communication with the citizens to encourage more interest; and that perhaps a quarterly newsletter would provide the means to let people know about the City and its programs.
