MINUTES Recommendation: Approval of Minutes of Special Meeting held on September 19,1977 and Special Meeting held on October 3, 1977. 2, RELOCATION ASSISTANCE PROGRAM Recommendation: Authorize Executive Director to make relocation payments as follows: A, Tenant residing at 110 N. Tenant residing at 606 W, Second, #5 3,300 E, Tenant residing at 709 W, Second 4,000 F, Tenant residing at 208 N, Parton, fA 3,610 G, Tenant residing at 618 W, Third 4,000 Commission Recommendation: No action necessary. 3, AGREEMENTS A, AGREEMENT between Orange County Transit District and Community Redevelopment Agency designating Community Redevelopment Agency as lead Agency for purposes of conducting public hearing on Environmental Impact Report for Park-And-Ride Facility, RECOMMENDATION: Approve Agreement COMMISSION RECOMMENDATION: Reviewed Environmental Impact Report and approved Agency as lead agency. 4, RESOLUTIONS A. Resolution 77-22: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AND AUTHORIZING THE CHAIRMAN OF THE AGENCY TO EXECUTE AN AGREEMENT FOR THE ACQUISITION OF REAL PROPERTY IN THE REDEVELOPMENT PROJECT AREA, Recommend at ion: Approve Agreement and adopt Resolution 77-22. Commission Recommendation: Approval pursuant to approval of Contract of Sale dated May 2,1977. B, Resolution 77-24: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING PURCHASE OF LIFE INSURANCE AND A,D.&,D, INSURANCE TO COVER ELIGIBLE AGENCY MEMBERS, . . . . Recommendation: Authorize Executive Director to make expenditures and adopt Resolution 77-24, Commission Recommendation: No action appropriate. 5, REPORTS A. REPORT ON ECONOMIC DEVELOPMENT CORPORATION, Staff prepared report to provide background information on an Economic Development Corporation which may be a useful, additional tool for redevelopment in Santa Ana. Recommend at ion: Receive and file, Commission Recommendation: No action taken at this time, Report is being reviewed by the Commission, B, STATUS REPORT on Agency activities. Recommendation: Receive and file, Commission Recommendation: No action necessary, 6, NEW BUSINESS A. PUBLIC HEARING on Environmental Impact Report for the Orange County Transit District 700 car Park-And-Ride facility located at Broadway, Birch, Fifth and Santa Ana Boulevard, Recommendation: Receive comments and direct staff to prepare proposed response to public comments for incorporation into the final EIR, Commission Recommendation: Received and filed EIR report, B. BID AWARD: Award of bid for construction of storm drain in Van Ness Avenue to serve 14 acre housing project, Recommendation: Award bid to Summit Underground, Inc" Construction Company, the lowest, responsive bidder for an amount of $54,489, Commission Recommendation: No action required, C, Bid Call: Lease of automobile for two year period, Recommendation: Authorize advertisement for bids for automobile for two year period, Commission Recommendation: No action required. D, Report by Economic Research Associates on conclusion of feasibility study for Performing Arts Center. Recommend at ion: Authorize staff to proceed based on Redevelopment Commission recommendation, Commission Recommendation: A motion was made by Mr. Hill, seconded by Mr. Coil and carried unanimously that the Feasibility Analysis for the Performing Arts Center be forwarded to the Agency with the following recommendations: . . . . 8, 9, 10, ( 1) Proceed with organizing the support groups for the purpose of immediately raising funds, per the recommendations of the study; (2) Redevelopment Agency staff be retained to guide the project; (3) Funding be oriented on a County- wide basis and that the funding role of the Redevelopment Agency be secondary to funding obtained elsewhere.
