CALL TO ORDER PLEDGE OF ALLEGIANCE TO THE FLAG ROLL CALL CONSENT CALENDAR NOTICE: All matters listed under Consent Calendar will be acted upon by one motion affirming the action recommended on the Agenda. There will be no separate discussion of these items prior to voting unless members of the Agency, Staff or the public requests specific items to be removed from the Consent Calendar for separate action. 1. MINUTES Recommendation: Approve Minutes of Regular Meeting held on August 22, 1978, and Special Meeting held on October 2, 1978. 2. RELOCATION ASSISTANCE PROGRAM Recommendation: Authorize Executive Director to issue relocation payments as follows: OCTD PARK-AND-RIDE PROJECT SITE Commercial tenant at 510 N. Broadway Actual Move Substitute Equipment Loss of Personal Property $8,000.00 Commission Recommendation: Not applicable. 3. REPORTS A. MONTHLY ACTIVITY REPORT AND POTPOURRI Recommendation: Receive and file. Commission Recommendation: Receive and file. B. CONTRACT FOR SPECIAL ADMINISTRATIVE SERVICES Recommendation: Receive and file. Commission Recommendation: Authorize Executive Director to enter into contract for administrative services. 4. REQUEST FOR AUTHORIZATION TO SOLICIT BIDS FOR DEMOLITION WITHIN THE OCTD PARK-AND-RIDE SITE Recommendation: Authorize Executive Director to secure bids for demolition of structures within the OCTD Park-And-Ride parking garage site. PUBLIC HEARING ON CONDEMNATION OF REAL PROPERTY LOCATED IN THE HERITAGE DEVELOPMENT SITE The owners of the property under consideration for con- demnation are: Leo J. Friis, Lena Jane Friis, and James J. Friis Recommendation: If the Agency decides to proceed, the following Resolution of Necessity has been prepared: Resolution 78-31: A RESOLUTION OF THE COMMU- NITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING AND DIRECTING THE CONDEMNATION OF CERTAIN REAL PROPERTY FOR REDEVELOPMENT PURPOSES IN THE HERITAGE DEVELOPMENT SITE IN THE CITY OF SANTA ANA, STATE OF CALIFORNIA, AND DECLARING THE PUBLIC NECESSITY THEREFOR. Commission Recommendation: with condemnation. That the Agency proceed PUBLIC HEARING ON CONDEMNATION OF REAL PROPERTY LOCATED IN THE HERITAGE DEVELOPMENT SITE The owners of the property under consideration for con- demnation action are: Howard B. Rapp Recommendation: If the Agency decides to proceed, the following Resolution of Necessity has been prepared: Resolution 78-32: A RESOLUTION OF THE COMMU- NITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING AND DIRECTING THE CONDEMNATION OF CERTAIN REAL PROPERTY FOR REDEVELOPMENT PURPOSES IN THE HERITAGE DEVELOPMENT SITE IN THE CITY OF SANTA ANA, STATE OF CALIFORNIA, AND DECLARING THE PUBLIC NECESSITY THEREOF. Commission Recommendation: with condemnation. That the Agency proceed NEW BUSINESS A. ORANGE COUNTY TRANSIT DISTRICT PARKING FACILITY AND MULTI MODAL TERMINAL Recommendation: Change the location of the Orange County Transit District (OCTD) Multi Modal Terminal, reduce the number of spaces in the OCTD Park-And- Ride structure, and authorize Staff to negotiate a substitute site with Forestrong. Commission Recommendation: Recommended to Agency that the relocation of the OCTD Multi Modal Terminal be changed to Alternate Number Three, the number of spaces in the OCTD Park-And-Ride structure be reduced, and that Staff be authorized to negotiate with Forestrong a substitute site. -2- . . . . . 7. B. C. EXCLUSIVE RIGHT TO NEGOTIATE FOR HERITAGE DEVELOPMENT COMPANY Recommendation: Authorize six month exclusive right to negotiate with Heritage Development Com- pany. Commission Recommendation: Recommended to Agency that Heritage Development Company be granted a six month exclusive right to negotiate for remainder of block bounded by Fourth, Ross and Third Streets. REALIGNMENT OF FOURTH AND ROSS INTERSECTION/IMPROVEMENT OF SASSCER PARK AND PEDESTRIAN OVERPASS Recommendation: Approve concept and authorize Staff to prepare preliminary development plans. Commission Recommendation: Commission, by previous action, approved this proposed concept plan. OLD BUSINESS A. 8. JONES DEVELOPMENT - EXCLUSIVE RIGHT TO NEGOTIATE Recommendation: Authorize six month right to nego- tiate between the Agency and Allen Jones, developer. Commission Recommendation: Recommended to the Redevelopment Agency that the Allen E. Jones pro- posal be considered and that Mr. Jones be given a six month exclusive right to negotiate for develop- ment of that property bounded by Garnsey, Flower and Civic Center Drive (approximately 175 feet deep), and that at the same time, special considera- tion be given to insuring that any adverse affects on Garnsey Street be mitigated so as to allow for appropriate north/south traffic flow. B. RECOMMENDATIONS OF THE REDEVELOPMENT AGENCY/COMMISSION ECONOMIC DEVELOPMENT CORPORATION STUDY COMMITTEE Recommendation: Approve the additional staff and funds necessary to pursue the formation and initial operation of an Economic Development Corporation. C. APPROVAL OF CONCEPT OF MOHLER DEVELOPMENT COMPANY Recommendation: Approve preliminary development plan and proposed budget, subject to final deter- mination of the environmental impact report and zoning requirements. Commission Recommendation: concept of development. Recommend approval of D. MEETING DATE OF THE REDEVELOPMENT AGENCY Recommendation: Agency policy. Commission Recommendation: Not applicable.
