There will be no separate discussion of these items prior to voting unless members of the Agency, Staff or the public request specific items to be removed from the Consent Calendar for separate action. 1. MINUTES Recommendation: Approve Minutes of Regular Meeting of April 16,1979. 2. BID AWARDS A. BID AWARD FOR DEMOLITION IN AMERICAN NATIONAL PROPERTIES SITE Recommendation: Receive and file. Commission Recommendation: Authorize executive Director to award bid to lowest responsive bidder, Viking Equipment Corporation, in the amount of $4,443. B. BID AWARD FOR DEMOLITION IN KEISER DEVELOPMENT SITE Recommendation. Receive and file. Commission Recommendation: Authorize Executive Director to award bid to lowest responsive bidder, Hintz Wrecking Company, in the amount of $27,400. 3. AGREEMENTS A. APPRAISAL OF PROPERTIES REQUIRED FOR THE PROPOSED DOWN- TOWN PARKING GARAGE Recommendation: Receive and file. Commission Recommendation: Adopt Resolution 79-24, authorizing the Chairman of the Community Redevelopment Agency to execute an appraisal agreement. 4. REPORTS A. CONTINUATION OF PUBLIC HEARING ON CONDEMNATION OF REAL PROPERTY LOCATED IN THE AMERICAN NATIONAL PROPERTIES DE- VELOPMENT SITE The owners of the property under consideration for con- demnation are: Edward J. Fuss and Florence Fuss. Recommendation: If the Agency decides to proceed, the following Resolution of Necessity has been prep- ared: Resolution 79-16: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT COMMISSION OF THE CITY OF SANTA ANA AUTHORIZING AND DIRECTING THE CONDEMNATION OF CERTAIN REAL PROPERTY FOR REDEVELOPMENT PURPOSES IN THE AMERI- CAN NATIONAL PROPERTIES DEVELOPMENT SITE IN THE CITY OF SANTA ANA, STATE OF CALIFORNIA, AND DECLARING THE PUBLIC NECESSITY THEREFOR. Commission Recommendation: proceed with condemnation. SB-99/CONTRACT FOR FINANCIAL CONSULTANT SERVICES Recommendation: Adopt Resolution 79-25: A RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT BETWEEN THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AND STONE AND YOUNGBERG, MUNICIPAL FINANCING CONSULTANTS, INC., FOR FINANCIAL CONSULTANT SERVICES. Commission Recommendation: Retain the services of an independant financial consultant, namely, Stone and Youngberg. C LEASE FOR SOMBRERO STREET PARKING LOT Recommendation: Adopt Resolution 79-26: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN OF SAID AGENCY TO EXECUTE A LEASE AGREEMENT BETWEEN SAID AGENCY AND SOMBRERO STREET, INC., FOR PARKING PURPOSES. Commission Recommendation: Not applicable. AGREEMENTS A. PRESERVATION OF BRICK HOUSE IN 14 ACRE SITE Recommendation: (1) Authorize the development of an agreement between the Agency and Mr. Frank C. Wright for the sale or lease of the property located on Second and Birch for the moving and renovation of Santa Ana's first brick house; and (2) grant autho- rization to store the house on property located at First and Birch. Commission Recommendation: Recommend to the Agency that they (1) authorize the development of an agree- ment between Mr. Frank C. Wright for the sale or lease of the property located on Second and Birch for the moving and renovation of Santa Ana's first brick house; and (2) grant authorization to store the house on property located on First and Birch. . . . . 7. NEW BUSINESS A. B. WALTER SCOTT PROPOSAL Recommendation: Allow six months exclusive right to negot1ate w1th Walter Scott to expire. Commission Recommendation: Recommend to the Agency that the six months exclusive right to negotiate held by Mr. Scott not be renewed. DOWNTOWN PARKING GARAGE/CLOSING OF SYCAMORE Recommendation: Close Sycamore Street between Second and Third Streets for construction of the Downtown parking Garage. Commission Recommendation: Recommend to the Agency the closing of Sycamore Street. C. SANTA ANA CITY EMPLOYEES CREDIT UNION PROPOSAL Recommendation: to negotiate. Grant six months exclusive right Commission Recommendation: right to negotiate. Grant six months exclusive D. PROPOSED JONES DEVELOPMENT/APPROVAL OF PRELIMINARY PLANS Recommendation: 1) Authorize six month extension of exclusive right to negotiate between the Agency and Allen E. Jones, developer; 2) 3) Approve preliminary plans for development; Approve in concept, the formation of a master development plan for the area bounded by Civic Center Drive, Tenth Street, Flower, and Parton Streets. Commission Recommendation: Recommend to the Agency that the prelminary plans for the Allen E. Jones development be approved on the condition that a satisfactory agreement is reached with the property owners on Garnsey Street. E. DEVELOPMENT OF 510 and 512 NORTH MAIN STREET Recommendation: Grant Lesny Development Company a six month exclusive right to negotiate. Commission Recommendation: Recommend to the Agency that Lesney Development Company be given a six month exclusive right to negotiate for the development of the entire one half block bounded by Main, Fifth and Santa Ana Boulevard. F. WHITMOR PROPOSAL FOR WEST SANTA ANA IMPROVEMENT PROGRAM Recommendation: Receive and file. Commission Recommendation: Recommend that the Agency approve the concept contingent upon Whitmor's ability to perform as evaluated by Staff. . . . . 8. 9. 10. 11. 12. 13. G. HERITAGE EXPANSION PROPOSAL Recommendation: (1) Grant six month extension on exclusive right to negotiate; and (2) approve pre- liminary plans. Commission Recommendation: Recommend that the Agency (1) grant a six month extension on exclusive right to negotiate; and (2) approve the design, concepts and architectural plans. REPORTS A.
