PUBLIC HEARING TO ADOPT RESOLUTION DIRECTING CONDEMNATION OF PROPERTY WITHIN THE DOWNTOWN PARKING GARAGE SITE Recommendation: Adopt Resolution 80-46: A RESOLU- TION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING AND DIRECTING THE CONDEMNATION OF CERTAIN REAL PROPERTY FOR REDEVEL- OPMENT PURPOSES IN THE DOWNTOWN PARKING GARAGE SITE IN THE CITY OF SANTA ANA, STATE OF CALIFORNIA, AND DECLARING THE PUBLIC NECESSITY THEREFOR. Commission Recommendation: Not applicable. CONSENT CALENDAR NOTICE:, All matters listed under Consent Calendar will be acted upon by one motion affirming the action recommended on the Agenda. There will be no separate discussion of these items prior to voting unless members of the Agency, staff or the public request specific items to be removed from the Consent Calendar for separate action. 2. MINUTES Recommendation: Approve Minutes of Joint Meeting with City Council and Regular Meeting of Community Redevelopment Agency held on March 17, 1980. 3. REPORTS A. RESIDENTIAL MORTGAGE REVENUE BONDS, ISSUE OF 1980 Recommendation: Continue until the Special Meeting of the Commun~ty Redevelopment Agency to be held on May 5,1980. Commission Recommendation: Not applicable. B. INITIATION OF CONDEMNATION ACTIONS Recommendation: Recommend Agency authorize staff to prepare and present notices advising property owners of Assessor Parcels 008-123-04, 05; 005-103-12, 26, 28, 27, 13; 008-055-01, 02, 03; 008-111-04 of the Agency's intention to hold public hearings for the purpose of adopting Resolutions of Necessity at its regular meeting of May 19, 1980. . . . ~ commission Recommendation: hear1ng. EXTENSION OF EXCLUSIVE RIGHT TO NEGOTIATE WITH SELWAY/ MARSHALL, COVERING REHABILITATION OF MINTER HOUSE Recommendation: Authorize Six-Month extension of Exclusive Right to Negotiate between the Agency and Selway/Marshall. Commission Recommendation: That Agency authorize extens1on of S1x-Month Exclusive Right to Negotiate. D. REPORT ON DISPLACEMENT OF SURFACE PARKING IN PROJECT AREA Recommendation: Receive and file. CONTINUED ITEM/CIVIC CENTER DRIVE AND MAIN STREET REDE- VELOPMENT PROPOSAL Recommendation: Grant Mr. Allan Fainbarg a six month exclus1ve right to negotiate for the develop- ment of a site bounded by Civic Center Drive, Main and Bush Streets, subject to the payment of one-half of the cost of the necessary feasibility study and the future availability of Agency funds. Commission Recommendation: Recommend that Agency grant Mr. Allan Fainbarg a six month exclusive right to negotiate for the development of a site bounded by Civic Center Drive, Main and Bush Streets, sub- ject to the payment of one-half of the cost of the necessary feasibility study and the future avail- ability of Agency funds. 5. RESOLUTIONS A. CONTINUED ITEM/SB-99 COMMERCIAL BOND Recommendation: Adopt Resolution 80-39: A RESOLU- TION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA DECLARING ITS INTENTION TO AUTHO- RIZE THE ISSUANCE OF BONDS FOR THE PURPOSE OF PRO- VIDING PERMANENT FINANCING FOR COMMERCIAL STRUCTURES TO BE CONSTRUCTED BY CERTAIN NAMED DEVELOPERS. Commission Recommendation: Recommend that Agency authorize staff to proceed with the implementation of an SB-99 financing program for commercial devel- opment. B. EXECUTION OF QUIT CLAIM DEED TO CITY OF SANTA ANA Recommendation: Adopt Resolution 80-47: A RESOLU- TION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN OF THE AGENCY TO EXECUTE A QUIT CLAIM DEED.
