PUBLIC HEARING FOR THE PROPOSED SALE BY THE COMMUNITY REDEVELOPMENT AGENCY TO MOHLER-VISTA, A GENERAL PARTNER- SHIP AND ENVIRONMENTAL FINDINGS RELATED THERETO. Recommendation: 1. Adopt Resolution 80-17: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA MAKING ENVIRONMENTAL FINDINGS NECES- SARY FOR THE PROPOSED PARTICIPATION AGREEMENT BETWEEN THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AND MOHLER-VISTA FOR THE SALE AND DEVELOPMENT OF THAT CERTAIN REAL PROPERTY IN THE SANTA ANA REDEVELOPMENT PROJECT. commission Recommendation: Not applicable. 2. Adopt Resolution 80-18: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA MAKING CERTAIN FINDINGS WITH RESPECT TO THE CONSIDERATION TO BE RECEIVED BY THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA PURSUANT TO A PARTICIPATION AGREE- MENT BETWEEN THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AND MOHLER- VISTA FOR THE SALE AND DEVELOPMENT OF CERTAIN REAL PROPERTY IN THE SANTA ANA REDEVELOPMENT PROJECT; AND APPROVING THE PARTICIPATION AGREEMENT PERTAINING THERETO. Commission Recommendation: At its meeting of December II, 1979, the Redevelopment Commission recommended approval of the Owner Participation Agreement between Mohler-Vista, a general partner- ship, and the Community Redevelopment Agency. 3. Adopt Resolution 80-19: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA MAKING ENVIRONMENTAL FINDINGS NECES- SARY FOR THE PROPOSED DISPOSITION AND DEVELOP- MENT AGREEMENT BETWEEN THE COMMUNITY REDEVEL- OPMENT AGENCY OF THE CITY OF SANTA ANA AND SANTA ANA CITY EMPLOYEES CREDIT UNION FOR THE SALE AND DEVELOPMENT OF THAT CERTAIN REAL PROPERTY IN THE SANTA ANA REDEVELOPMENT PROJECT. PUBLIC HEARING FOR THE PROPOSED SALE BY THE COMMUNITY REDEVELOPMENT AGENCY TO STEPHEN LAWRENCE PHILIPSON, AN INDIVIDUAL, AND ENVIRONMENTAL FINDINGS RELATED THERETO. Recommendation: 1. Adopt Resolution 80-21: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA MAKING ENVIRONMENTAL FINDINGS NECES- SARY FOR THE PROPOSED DISPOSITION AND DEVELOP- MENT AGREEMENT BETWEEN THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AND STEPHEN LAWRENCE PHILIPSON FOR THE SALE AND DEVELOPMENT OF THAT CERTAIN REAL PROPERTY IN THE SANTA ANA REDEVELOPMENT PROJECT. PUBLIC HEARING FOR THE PROPOSED SALE BY THE COMMUNITY REDEVELOPMENT AGENCY TO SANTORA PARTNERS, A LIMITED PARTNERSHIP, AND ENVIRONMENTAL FINDINGS RELATED THERETO. Recommendation: 1. Adopt Resolution 80-23: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA MAKING ENVIRONMENTAL FINDINGS NECES- SARY FOR THE PROPOSED DISPOSITION AND DEVELOP- MENT AGREEMENT BETWEEN THE COMMUNITY REDEVEL- OPMENT AGENCY OF THE CITY OF SANTA ANA AND SANTORA PARTNERS FOR THE SALE AND DEVELOPMENT OF THAT CERTAIN REAL PROPERTY IN THE SANTA ANA REDEVELOPMENT PROJECT. MINUTES Recommendation: Approve Minutes of Joint Meeting with City Council and Regular Meeting of Community Redevelopment Agency held on January 21,1980. RESOLUTIONS A. PURCHASE OF SURPLUS REAL PROPERTY FROM THE CITY OF SANTA ANA IN THE REDEVELOPMENT PROJECT AREA Recommendation: Adopt Resolution 80-16: A RESOLU- TION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING ACQUISITION OF REAL PROPERTY IN THE REDEVELOPMENT PROJECT AREA FROM THE CITY OF SANTA ANA. Commission Recommendation: Not applicable. B. MAJOR COMMERCIAL REHABILITATION PROGRAM Recommendation: Adopt Resolution 80-27: A RESOLU- TION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING BOND ISSUES FOR THE ACQUISITION OF PERMANENT LOANS FOR REHABILITATION OF SPECIFIED PROPERTY AND MAKING CERTAIN FINDINGS IN CONNECTION THEREWITH. Commission Recommendation: Approve all steps necessary to implement the Wells Fargo Loan Program. C. REQUEST FROM FEDERATED DEPARTMENT STORES FOR EXCLUSIVE RIGHT TO NEGOTIATE REGARDING EXPANSION OF FASHION SQUARE Recommendation: Adopt Resolution 80-28: A RESOLU- TION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN TO EXECUTE AN EXCLUSIVE NEGOTIATION AGREEMENT BETWEEN THE AGENCY AND FEDERATED DEPARTMENT STORES, INC. Commission Recommendation: 1. Recommend that the Agency authorize the Chair- man of the Agency to execute, on behalf of the Agency, an Exclusive Negotiation Agreement between the Agency and Federated Department Stores; -4- . . . . 4. 2. That the Executive Director be authorized to attempt, in good faith, to negotiate an Owner Participation Agreement pursuant to said negotiation agreement; and 3. Recommend to the Agency that the Exclusive Negotiation Agreement between the Agency and Federated be for a period not to exceed 90 days. At the end of that 90 days, staff is to bring back to the Commission and Agency a proposed Owner Participation Agreement between the Agency and Federated. D. ENVIRONMENTAL FINDINGS RELATED TO THE PROPOSED SANTA ANA DOWNTOWN PUBLIC PARKING FACILITY Recommendation: Adopt Resolution 80-29: A RESOLU- TION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA MAKING ENVIRONMENTAL FINDINGS NECESSARY FOR THE PROPOSED SANTA ANA DOWNTOWN PUBLIC PARKING FACILITY PROJECT IN THE SANTA ANA REDEVELOPMENT PROJECT. Commission Recommendation: Not applicable. REPORTS A. SB-99 FINANCING FOR COMMERCIAL MORTGAGES Recommendation: Authorize staff to proceed with the implementation of an SB-99 financing program for commercial development and solicit necessary proposals from bond writers, bond attorneys and financial consultants. Commission Recommendation: Recommend that Agency author~ze staff to proceed with the implementation of an SB-99 financing program for commercial devel- opment. B. DEVELOPMENT OF A REVOLVING LOAN FUND TO OFFSET COSTS RELATED TO COMMERCIAL REHABILITATION Recommenda t ion: 1. Approve the proposed Revolving Loan Program and authorize its implementation by the Commu- nity Redevelopment Commission. 2. Authorize use of $100,000 in Agency funds to seed the Program. commission Recommendation: Recommend to Agency that staff be authorized to proceed with the devel- opment of a revolving fund to offset costs related to Major Commercial Rehabilitation. -5- . . . . C. ALLEN E. JONES PROPOSAL FOR OFFICE CONDOMINIUM DEVEL- OPMENT Recommendation: Grant a six-month exclusive right to negot1ate to Allen E. Jones for the property bounded by Tenth Street on the north, Flower Street on the west, the north-south alley between Garnsey and Parton Street on the east, and on the south by a line approximately 280 feet northerly from Civic Center Dr ive. Commission Recommendation: Recommend that Agency grant a s1x-month exclus1ve right to negotiate to Allen E. Jones for the property bounded by Tenth Street on the north, Flower Street on the west, the north-south alley between Garnsey and Parton Street on the east, and on the south by a line approximately 280 feet northerly from Civic Center Drive. D. TERMINATION OF AGREEMENT WITH VICTOR S. GRGAS Recommendation: Ratify termination of agreement between the Community Redevelopment Agency and victor S. Grgas, effective February 4,1980.
