CALL TO ORDER PLEDGE OF ALLEGIANCE TO THE FLAG ROLL CALL CONSENT CALENDAR NOTICE: All matters listed under Consent Calendar will be acted upon by one motion affirming the action recommended on the Agenda. There will be no separate discussion of these items prior to voting unless members of the Agency, staff or the public request specific items to be removed from the Consent Calendar for separate action. 1. MINUTES Recommendation: Approve Minutes of Regular Meeting held on June 15, 1981. 2. REPORTS A. MAJOR COMMERCIAL REHABILITATION LOAN PROGRAM - PROPOSED REVISED PROCEDURES Recommendation: Authorize staff to implement pro- posed procedural revisions, as detailed in Exhibit "A" . Commission Recommendation: Recommend that the Agency authorize staff to implement procedural revisions as detailed in Exhibit" A" . B. MAJOR COMMERCIAL REHABILITATION - STATUS REPORT Recommendation: Receive and file. Commission Recommendation: Not applicable. END OF CONSENT CALENDAR .. . . . 3. DEVELOPMENT AGREEMENTS A. B. CONTINUATION OF REQUEST TO CASH GOOD FAITH DEPOSIT FROM MOHLER-VISTA Recommendation: 1. Terminate the Participation Agreement between the Agency and Mohler-Vista, dated February 19, 1980, as amended on December 15, 1980, and retain the good faith deposit as liquidated damages pursuant to the Agreement. 2. Grant Mohler-Vista a 90-day exclusive right to negotiate for the site based on their office condominium proposal. Commission Recommendation: 1. Terminate the Participation Agreement between the Agency and Mohler-Vista, dated February 19, 1980, as amended on December 15, 1980, and retain the good faith deposit as liquidated damages pursuant to the Agreement. 2. EXCLUSIVE RIGHT TO NEGOTIATE FOR BLOCK BOUNDED BY SYCAMORE, MAIN, SECOND AND THIRD STREETS Recommendation: Recommend that Barbara Mathewson, John Yelland and Robert Lawson be granted a second six month exclusive right to negotiate for the devel- opment of the block bounded by Sycamore and Main, Second and Third Streets, excepting only the Builders Exchange Building on the southeast corner of the subject block contingent upon the payment of one- half the cost of necessary appraisals and economic feasibility analysis. (LAWRENCE BUILDING) Recommendation: Adopt Resolution 81-53: A RESO- LUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA APPROVING THE SALE OF A $505,000 PROMISSORY NOTE TO WELLS FARGO BANK, PURSUANT TO THE MAJOR COMMERCIAL REHABILITATION LOAN PROGRAM. Commission Recommendation: Not applicable. B. MAJOR COMMERCIAL REHABILITATION PROGRAM - OFFICIAL ACTION - SAADI, McCULLOCH, ORTIZ, BEEM, WOOD, PHILLIPS ET AL, FREEMAN, UYESUGI & ROELOFF Recommendation: Adopt Resolution 81-54: A RESO- LUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING BOND ISSUES FOR THE FUNDING OF PERMANENT LOANS FOR REHABILITATION OF SPECIFIED PROPERTY AND MAKING CERTAIN FINDINGS IN CONNECTION THEREWITH. Commission Recommendation: Not applicable. C. MAJOR COMMERCIAL REHABILITATION PROGRAM - SUPPLEMENTARY LOAN - FLAHERTY PROJECT, 505 N. MAIN STREET Recommendation: Adopt Resolution 81-55: A RESO- LUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA TO EXECUTE AN AGREEMENT TO PURCHASE SECURED PROMISSORY NOTE BETWEEN THE AGENCY AND WELLS FARGO BANK, N.A. Commission Recommendation: Recommend to the Agency approval of an Agreement to purchase a promissory note in the approximate amount of $100,000, secured by a junior lien on the subject'property, from Wells Fargo Bank. -3- D. . . . ACQUISITION OF PROPERTY WITHIN THE MOHLER-VISTA DEVELOP- MENT SITE Recommendation: Adopt Resolution 81-56: A RESO- LUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA TO EXECUTE AN AGREEMENT FOR ACQUISITION OF REAL PROPERTY BETWEEN THE AGENCY AND BERTHA SVENSSON FOR PROPERTY LOCATED AT 808 NORTH OLIVE STREET. Commission Recommendation. Authorize acquisition of property within the Mohler-Vista development site from Bertha Svensson. E. ACQUISITION OF PROPERTY WITHIN THE OXFORD WEST DEVELOP- MENT SITE (HARDSHIP CASE/OWENS DRIVE) Recommendation: Adopt Resolution 81-57: A RESO- LUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA TO EXECUTE AN AGREEMENT FOR ACQUISITION OF REAL PROPERTY BETWEEN THE AGENCY AND REINHARD F. FRICK AND O. CAMEA FRICK FOR PROPERTY LOCATED AT 223 OWENS DRIVE. Commission Recommendation: Authorize acquisition of property in the Redevelopment Project Area from Reinhard F. Frick and O. Camea Frick. F. ACQUISITION OF PROPERTY BOUNDED BY FLOWER, OLIVE, FIRST AND SECOND STREETS (HARDSHIP CASE/SECOND STREET) Recommendation: Adopt Resolution 81-58: A RESO- LUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA TO EXECUTE AN AGREEMENT FOR ACQUISITION OF REAL PROPERTY BETWEEN THE AGENCY AND FRANK RODRIGUEZ PASTOR AND PATRICIA E. PASTOR FOR PROPERTY LOCATED AT 916-916-1/2 WEST SECOND STREET. Commisison Recommendation: Adopt resolution autho- rizing the Chairman to execute an Agreement for Acquisition of Real Property between the Agency and Frank Rodriguez Pastor and patricia E. TERMINATION OF AGREEMENT BETWEEN THE AGENCY AND CALIFORNIA TEACHERS FEDERAL CREDIT UNION Recommendation: Adopt Resolution 81-59: A RESO- LUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN TO EXE- CUTE A TERMINATION OF AGREEMENT BETWEEN THE AGENCY AND CALIFORNIA TEACHERS FEDERAL CREDIT UNION. Commission Recommendation: Not applicable. H. PUBLIC RELATIONS ARTICLE Recommendation: Adopt Resolution 81-60: A RESO- LUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN OF THE AGENCY TO EXECUTE AN AGREEMENT FOR A SPECIAL ARTICLE ON THE CITY OF SANTA ANA BETWEEN THE AGENCY AND ORANGE COUNTY ILLUSTRATED, INC. Commission Recommendation: Recommend that the Agency adopt a Resolution authorizing the Chairman of the Agency to execute an agreement for a special article on the City of Santa Ana between the Agency and Orange County Illustrated, Inc. 6.
