RELOCATION PAYMENTS Recommendation: Authorize Community Development Director to issue relocation business payment as follows: Downtown Parking Facility, Project #7093 Crumrine Manufacturing, Charles Crumrine 311 North Broadway Street $28,970.01 Commission Recommendation: Not applicable. . . . B. MAJOR COMMERCIAL REHABILITATION PROGRAM - STATUS REPORT Recommendation: Receive and file., Commission Recommendation: Not applicable. END OF CONSENT CALENDAR 3. EXCLUSIVE RIGHT TO NEGOTIATE A. NORTH MAIN STREET DEVELOPMENT Recommendation: Grant Oxford West Development Company a six month exclusive right to negotiate for the development of an 18 acre site bounded by Main Street on the west, Town and Country Center on the north, Lawson Way on the east and the northerly residential subdivision on the south facing Owens Drive, subject to the agreement by the developer of the following conditions: 1. That the developer agrees to pay one-half the cost of necessary appraisals and economic feasi- bility studies estimated to be $12,500; 2. That the developer agrees to proceed toward the joint preparation of a Disposition and Develop- ment Agreement based on the understanding that the developer will pay the full market value for the property as established by the Agency's appraiser as an advance prior to the close of escrow; 3. That the developer agrees to proceed toward the joint preparation of a Disposition and Develop- ment Agreement based on the terms and conditions contained in the Transportation Systems Improve- ment Agreement, dated March 21, 1981, between the City of Orange and City of Santa Ana; That the developer agrees to confer in good faith with surrounding property owners on spe- cific elements of the development plan. 4. FOR CONSULTING SERVICES RELATING TO THREE NEW ECONOMIC DEVEL- OPMENT ACTION AREAS Recommendation: Adopt Resolution 81-34: A RESOLU- TION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA TO EXECUTE AN AGREEMENT FOR CONSULTING SERVICES WITH KATZ, HOLLIS, COREN AND ASSOCIATES. Commission Recommendation: Recommend that the Agency approve an agreement with Katz, Hollis, Coren & Associates, Inc. for consulting services relating to three new Economic Development Action Areas. KEISER AND PAULA B. KEISER. Commission Recommendation: Recommend Redevelopment Agency approval of a Commercial Rehabilitation Partici- pation Agreement between the Agency and Steven J. Keiser and Paula B. Keiser. C. MAJOR COMMERCIAL REHABILITATION PROGRAM - COMMERCIAL REHABILITATION PARTICIPATION AGREEMENT - THOMAS D. PEDRINI AND ROSITA R. PEDRINI Recommendation: Adopt Resolution 81-36: A RESOLU- TION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN TO EXE- CUTE A COMMERCIAL REHABILITATION AGREEMENT BETWEEN THE AGENCY AND THOMAS D. Adopt Resolution 81-37: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA MAKING ENVIRONMENTAL FINDINGS NECES- SARY FOR THE PROPOSED COMMERCIAL REHABILITATION AGREEMENT BETWEEN THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AND ODELLE MARKS, BLANCHE ANN MARKS, AND RONALD A. MARKS FOR THE SALE AND REHABILITATION OF CERTAIN REAL PROPERTY IN THE SANTA ANA REDEVELOPMENT PROJECT. 2. Adopt Resolution 81-38: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA MAKING CERTAIN FINDINGS WITH RESPECT TO THE CONSIDERATION TO BE RECEIVED BY THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA PURSUANT TO A COMMERCIAL REHABILITA- TION PARTICIPATION AGREEMENT BETWEEN THE COMMU- NITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AND ODELLE MARKS, BLANCHE ANN MARKS, AND RONALD A. RESIDENTIAL MORTGAGE REVENUE BONDS, ISSUE 1981, SERIES A- TOWN SQUARE CONDOMINIUMS City Council Recommendation: Adopt Resolution 81-84: A RESOLUTION APPROVING THE ISSUANCE BY THE COMMUNITY REDE- VELOPMENT AGENCY OF THE CITY OF SANTA ANA OF RESIDENTIAL MORTGAGE REVENUE BONDS, ISSUE OF 1981, SERIES A, (PARTICI- PATION PURCHASE AND LOAN TO LENDER PROGRAM) in a principal amount of $15,730,000. Redevelopment Agency Recommendation: 1. Adopt Resolution 81-40: A RESOLUTION OF THE COMMU- NITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE ISSUANCE OF RESIDENTIAL MORTGAGE REVENUE BONDS, ISSUE OF 1981, SERIES A (PARTICIPA- TION PURCHASE AND LOAN TO LENDER PROGRAM). 2. Adopt Resolution 81-41: A RESOLUTION OF THE COMMU- NITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AMENDING RULES AND REGULATIONS RELATING TO ITS RESI- DENTIAL MORTGAGE FINANCING PROGRAM, AUTHORIZING THE EXECUTION OF IMPLEMENTING AGREEMENTS AND PROVIDING OTHER MATTERS PROPERLY RELATING THERETO.
