PUBLIC HEARING TO AUTHORIZE CONDEMNATION OF THE FAINBARG- CLEM PROPERTY (RALPH ALLEN DEVELOPMENT SITE) Recommendation: Adopt Resolution 81-33: A_RESOLU- TION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING AND DIRECTING THE CONDEMNATION OF CERTAIN REAL PROPERTY FOR REDEVEL- OPMENT PURPOSES IN THE RALPH ALLEN ASSOCIATES DEVEL- OPMENT SITE IN THE CITY OF SANTA ANA, STATE OF CALIFORNIA, AND DIRECTING THE PUBLIC NECESSITY THEREFOR. Commission Recommendation: Recommend that the Agency adopt a Resolut1on authorizing and directing the condemnation of property owned by Allan Fainbarg, Sara Fainbarg, Florence Fainbarg and Clara Clem in the Ralph Allen Development site. FOURTH STREET) Recommendation: Set date of May 18, 1981 for the Public Hearing to adopt Resolution authorizing execu- tion of a Commercial Rehabilitation Participation Agreement with Odelle Marks, Blanche Marks and Ronald Marks. ~ . . . . 4. Commission Recommendation: Recommend Agency set date of May l8, 1981 for the Public Hearing to adopt Resolution authorizing execution of a Disposition and Development Agreement with Harold Nemetz. EXECUTION OF GRANT DEED CONVEYING STREET RIGHT OF WAY TO THE CITY OF SANTA ANA (CIVIC CENTER MEDICAL ARTS PARTNER- SHIP) Recommendation: Authorize the Chairman of the Rede- velopment Agency of the City of Santa Ana to execute a Grant Deed conveying property necessary for the widening of Ross Street to the City of Santa Ana. Commission Recommendation: Not applicable. B. EXECUTION OF GRANT DEED CONVEYING STREET RIGHT OF WAY TO THE CITY OF SANTA ANA (SANTA ANA OFFICE PLAZA) Recommendation: Authorize the Chairman of the Rede- velopment Agency of the City of Santa Ana to execute a Grant Deed conveying property necessary for the widening of Ross Street to the City of Santa Ana. Authorize the Executive Director to retain the $50,000 good faith deposit received from Mohler- Vista. 2. Authorize the acquisition of the two (2) Par- ticipation Parcels from Mohler-Vista, as follows: A.P. 005-104-10 A.P. 005-103-25 Purchase Amount: Purchase Amount: $83,000.00 $85,670.00 Commission Recommendation: 1. Recommend that Agency authorize the Executive Director to retain the $50,000 good faith deposit received from Mohler-Vista. 2. REHABILITATION PROPOSAL - EXCLUSIVE RIGHT TO NEGOTIATE - 30l-3l7 WEST FOURTH STREET Recommendation: Grant a six-month exclusive right to negotiate to the association of Elizabeth Phillips, Louise Hutton, Audrey Phillips, Velma Freeman and Mas Uyesugi for the rehabilitation of property located at 301 to 317 West Fourth Street, subject to submis- sion of advanced development drawings and detailed economic analysis of the proposed project within ninety (90) days of Agency approval of this recommen- dation. -3- J . . . . 7.
