CALL TO ORDER ROLL CALL PLEDGE OF ALLEGIANCE TO THE FLAG 1. JOINT PUBLIC HEARING WITH CITY COUNCIL A. PUBLIC HEARING FOR THE PROPOSED SALE BY THE COMMUNITY REDEVELOPMENT AGENCY TO HISTORIC RESTORATION & ENVIRON- MENTAL FINDINGS RELATED THERETO Recommendation: 1. Adopt Resolution 81-4: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA MAKING ENVIRONMENTAL FINDINGS NECES- SARY FOR THE PROPOSED DISPOSITION AND DEVELOP- MENT AGREEMENT BETWEEN THE COMMUNITY REDEVELOP- MENT AGENCY OF THE CITY OF SANTA ANA AND HISTORIC RESTORATION FOR THE SALE AND DEVELOP- MENT OF THAT CERTAIN REAL PROPERTY IN THE SANTA ANA REDEVELOPMENT PROJECT. Commission Recommendation: Not applicable. 2. Adopt Resolution 81-5: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA MAKING CERTAIN FINDINGS WITH RESPECT TO THE CONSIDERATION TO BE RECEIVED BY THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA PURSUANT TO A DISPOSITION AND DEVELOPMENT AGREEMENT BETWEEN THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AND HISTORIC RESTORATION FOR THE SALE AND DEVELOPMENT OF CERTAIN REAL PROPERTY IN THE SANTA ANA REDEVELOPMENT PROJECT; APPROVING THE PROPOSED SALE OF SAID REAL PROPERTY; AND APPROVING THE DISPOSITION AND DEVELOPMENT AGREEMENT PERTAINING THERETO. Commission Recommendation: Recommend approval of the Disposition and Development Agreement between Historic Restoration and the Community Redevelopment Agency. 3. Adopt budget and authorize its implementation by the Community Redevelopment Commission. Commission Recommendation: Not appl icable. CALL TO ORDER - REGULAR AGENCY MEETING . . . . 2. MINUTES Recommendation: Approve Minutes of Regular Meeting held on January 19, 1981. 3. DEVELOPMENT AGREEMENTS A. RALPH ALLEN ASSOCIATES DEVELOPMENT Recommendation: I. Direct staff to prepare a Disposition and Development Agreement with Ralph Allen Associates for the development of the west side of Main Street between Fifth Street and Santa Ana Boulevard. 2. Authorize staff to notice a public hearing on March 16, 1981 for the purpose of entering into a Disposition and Development Agreement conveying land to Ralph Allen Associates. 3. Authorize staff to prepare and present notices advising the property owners of Assessor Parcels 008-057-06 (Allan Fainbarg, Sara Fainbarg, Florence Fainbarg and Clara Clem) and 008-057-07 (Sotiros P. Grillias and Albert A. Alves) of the Agency's intent to hold public hearings for the purpose of adopting Resolutions of Necessity at its meeting of March 16, 1981. Commission Recommendation: 1. Recommend that Agency direct staff to prepare a Disposition and Development Agreement with Ralph Allen Associates for the development of the west side of Main Street between Fifth Street and Santa Ana Boulevard. 2. EXECUTION OF GRANT DEED AND DECLARATION OF RESTRICTIONS WITH STEPHEN LAWRENCE PHILIPSON Recommendation: Authorize Chairman to execute a Grant Deed and Declaration of Restrictions with Stephen Lawrence Philipson covering the conveyance of property pursuant to the Disposition and Development Agreement dated February 19,1980. Commission Recommendation, Not applicable. B. EXECUTION OF GRANT DEED AND DECLARATION OF RESTRICTIONS WITH SANTA ANA CITY EMPLOYEES CREDIT UNION Recommendation: Authorize Chairman to execute a Grant Deed and Declaration of Restrictions with Santa Ana City Employees Credit Union covering the conveyance of property pursuant to the terms of the Disposition and Development Agreement dated February 19, 1980. Commission Recommendation: Not applicable. C. EXECUTION OF GRANT DEED AND DECLARATION OF RESTRICTIONS WITH SANTA ANA INTOWN APARTMENTS Recommendation: Authorize Chairman to execute a Grant Deed and Declaration of Restrictions with Santa Ana Intown Apartments covering the conveyance of Subparcel2 of Phase II pursuant to Contract for Sale of Land dated May 2,1977 and amended June 2, 1980 between the Agency and Santa Ana Intown Apartments. Commission Recommendation: Not applicable. D. EXECUTION OF GRANT DEED AND DECLARATION OF RESTRICTIONS WITH CIVIC CENTER MEDICAL ARTS PARTNERSHIP Recommendation: Authorize the Chairman to execute a Grant Deed and Declaration of Restrictions with Civic Center Medical Arts Partnership pursuant to Owner Participation Agreement dated October 15,1979 between the Agency and Warren K. Van Ingen, Pete Van Ruiten and Mary Van Ruiten and assigned to Civic Center Medical Arts Partnership. Commission Recommendation: Not applicable. RESOLUTIONS A. SECOND AMENDMENT J. KEISER, ET UX TO PARTICIPATION AGREEMENT WITH STEVEN Recommendation: Adopt Resolution 81-6: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA TO EXECUTE A SECOND AMENDMENT TO PARTICIPATION AGREEMENT BETWEEN THE AGENCY AND STEVEN J. KEISER AND PAULA B. KEISER. Commission Recommendation: Recommend that the Agency approve Amendment of Participation Agreement. -3- ~. B. . C. . . . SECOND AMENDMENT AND ASSIGNMENT TO DISPOSITION AND DEVELOPMENT AGREEMENT WITH ROSS AND FIFTH DEVELOPMENT COMPANY Recommendation: Adopt Resolution 81-7: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN OF THE AGENCY TO EXECUTE AN AMENDMENT TO A DISPOSITION AND DEVELOPMENT AGREEMENT BETWEEN THE AGENCY AND ROSS AND FIFTH DEVELOP~ENT COMPANY AND TO CONSENT TO THE ASSIGNMENT THEREOF TO SANTA ANA OFFICE PLAZA, A JOINT VENTURE. Commission Recommendation: Recommend that the Agency approve Amendment and Assignment of Disposi- tion and Development Agreement. EXECUTION OF A GRANT OF EASEMENT TO VELMA L. FREEMAN AND HOLLIS WILCOX WITHIN THE ROSS AND FIFTH DEVELOPMENT COMPANY SITE Recommendation: Adopt Resolution 81-8: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN TO EXECUTE A GRANT OF EASEMENT TO VELMA L. FREEMAN AND HOLLIS WILCOX. Commission Recommendation: Not applicable. D. PURCHASE OF SURPLUS REAL PROPERTY FROM THE CITY OF SANTA ANA IN THE REDEVELOPMENT PROJECT AREA Recommendation: Adopt Resolution 81-9: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE PURCHASE OF CERTAIN REAL PROPERTY FROM THE CITY OF SANTA ANA. Commission Recommendation: Recommend that the Agency authorize the acquisition of real property in the Project Area from the City of Santa Ana for future redevelopment purposes. E. EXTENSION OF EXCLUSIVE NEGOTIATION FEDERATED DEPARTMENT STORES, INC. WITH AGREEMENT Recommendation: Adopt Resolution 81-10: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN TO EXECUTE A FOURTH AMENDMENT TO THE EXCLUSIVE NEGOTIATION AGREEMENT BETWEEN THE AGENCY AND FEDERATED DEPARTMENT STORES, INC. Commission Recommendation: Recommend that the Agency adopt a resolution authorizing the Chairman of the Agency to execute a fourth amendment to the Exclusive Negotiation Agreement between the Agency and Federated Department Stores, Inc. granting a 60- day extension of said agreement. -4- I. . . . . MAJOR COMMERCIAL REHABILITATION PROGRAM - COMMERCIAL REHABILITATION PARTICIPATION AGREEMENT/BARBARA MATHEWSON Recommendation: Adopt Resolution 81-11: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING THE CHAIRMAN TO EXECUTE A COMMERCIAL REHABILITATION PARTICIPATION AGREEMENT BETWEEN THE AGENCY AND BARBARA MATHEWSON. Commission Recommendation: The Redevelopment Commis- sion recommends that the Redevelopment Agency approve a Commercial Rehabilitation Participation Agreement between Barbara Mathewson and the Community Redevelopment Agency. G. MAJOR COMMERCIAL REHABILITATION PROGRAM - COMMERCIAL REHABILITATION AGREEMENT/RAMONA BUILDING PARTNERSHIP Recommendation: Adopt Resolution 81-12: A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF .SANTA ANA AUTHORIZING THE CHAIRMAN TO EXECUTE A COMMERCIAL REHABILITATION PARTICIPATION AGREEMENT BETWEEN THE AGENCY AND THE RAMONA BUILDING PARTNERSHIP. Commission Recommendation: The Redevelopment Commis- sion recommends that the Redevelopment Agency approve a Commercial Rehabilitation Agreement between the Ramona Building Partnership and the Community Redevelopment Agency. 6.
