CALL TO ORDER PLEDGE OF ALLEGIANCE TO THE FLAG ROLL CALL CONSENT CALENDAR NOTICE: All matters listed under Consent Calendar will be acted upon by one motion affirming the action recommended on the Agenda. There will be no separate discussion of these items prior to voting unless members of the Agency, staff or the public request specific items to be removed from the Consent Calendar for separate action. 1. MINUTES Recommendation: Approve Minutes of Regular Meeting held on November 16, 1982. 2. EASEMENT A. REQUEST FOR EASEMENT BY MR. ROBERT FAINBARG Recommendation: Recommend denial of request by Mr. Robert Fainbarg for an easement on property at the northeast corner of Broadway and First Streets. Commission Recommendation: This matter will be considered by the Commission at its meeting of December 21 at 3:30 P.M. The Commission's recom- mendation will be presented to the Agency for their information at 5:30 P.M. END OF CONSENT CALENDAR . . . 3. PUBLIC HEARINGS A. PUBLIC HEARING TO ADOPT RESOLUTION DIRECTING CONDEMNA- TION OF PROPERTY WITHIN THE FERRANTE/WALDER DEVELOPMENT SITE (819 N. FLOWER STREET) Recommendation: Adopt Resolution 82-106: A RESO- LUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING AND DIRECTING THE CONDEMNATION OF CERTAIN REAL PROPERTY FOR REDEVELOPMENT PURPOSES IN THE FERRANTE/WALDER JOINT VENTURE DEVELOPMENT SITE IN THE CITY OF SANTA ANA, STATE OF CALIFORNIA, AND DECLARING THE PUBLIC NECESSITY THEREFOR. Commission Recommendation: Not applicable. B. PUBLIC HEARING TO ADOPT RESOLUTION DIRECTING CONDEMNA- TION OF PROPERTY WITHIN THE FERRANTE/WALDER DEVELOPMENT SITE (903 N. FLOWER STREET) Recommendation: Adopt Resolution 82-107: A RESO- LUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA AUTHORIZING AND DIRECTING THE CONDEMNATION OF CERTAIN REAL PROPERTY FOR REDEVELOPMENT PURPOSES IN THE FERRANTE/WALDER JOINT VENTURE DEVELOPMENT SITE IN THE CITY OF SANTA ANA, STATE OF CALIFORNIA, AND DECLARING THE PUBLIC NECESSITY THEREFOR. Commission Recommendation: Not applicable. -2- . . . 4. AGREEMENTS A. AGREEMENT BETWEEN COUNTY SANITATION DISTRICT NUMBERS 1, 2, AND 7 AND THE COMMUNITY REDEVELOPMENT AGENCY Recommendation: 1. Approve an agreement between the County Sani- tation District Number 1 and the Community Redevelopment Agency of the City of Santa Ana to pay the District 3.158% of tax increment funds from the South Main Street Redevelopment Project and 2.989% of the tax increment funds from the South Harbor BoulevardjFairview Street Redevelopment Project. 2. Approve an agreement between the County Sani- tation District Number 2 and the Community Redevelopment Agency of the City of Santa Ana to pay the District 2.961% of the tax incre- ment funds from the North Harbor Boulevard Redevelopment Project. 3. Approve an agreement between the County Sani- tation District Number 7 and the Community Redevelopment Agency of the City of Santa Ana to pay the District 2.106% from South Main Street Redevelopment Project, 2.164% from South Harbor BoulevardjFairview Street Rede- velopment Project, and 2.274% from Inter City Commuter Station Redevelopment Project. Commission Recommendation: Not applicable. B. AGREEMENT BETWEEN THE ORANGE COUNTY WATER DISTRICT AND THE COMMUNITY REDEVELOPMENT AGENCY Recommendation: Approve an agreement between the Orange County Water District and the Community Redevelopment Agency of the City of Santa Ana to pay 1% of the tax increment funds received by the City from each of the new Redevelopment Project Areas. Commission Recommendation: Not applicable. -3- . . . 5. CONTRACTS A. CONTRACT FOR CONSTRUCTION OF ELEVATED WALKWAY TO DOWN- TOWN PARKING STRUCTURE Recommendation: Authorize the Chairman of the Communlty Redevelopment Agency to award the Bid and execute a Contract with the Al Shankle Con- struction Company, the lowest responsive bidder, in the amount of $96,669 for the construction of the elevated walkway to the downtown parking struc- ture. Commission Recommendation: Not applicable. 6. EXCLUSIVE RIGHT TO NEGOTIATE A. DEVELOPER SELECTION FOR THE B-2 SITE Recommendation: Grant a six month exclusive right to negotiate to Mr. Douglas S. Honig for the devel- opment of the B-2 site subject to the payment of a $15,000 good faith deposit. Commission Recommendation: Recommend that the Redevelopment Agency grant a six month exclusive right to negotiate to Mr. Douglas S. Honig for the development of the B-2 site subject to the payment of a $15,000 good faith deposit. 7. RESOLUTIONS A. AMENDMENT OF SELLERS' GUIDE FOR 1981 RESIDENTIAL MORTGAGE FINANCING PROGRAM Recommendation: Adopt Resolution 82-109: A RESO- LUTION AMENDING SELLERS' GUIDE FOR THE ORIGINATION OF MORTGAGE LOANS FOR THE AGENCY'S RESIDENTIAL MORTGAGE LOAN FINANCING PROGRAM AND PROVIDING OTHER MATTERS PROPERLY RELATING THERETO.
