CALL TO ORDER PLEDGE OF ALLEGIANCE TO THE FLAG ROLL CALL 1. MINUTES 2. Recommendation: Approve Minutes of Adjourned Regular Meeting held on October 4,1982, and Special Meeting held on November 2,1982. AGREEMENTS A. B. DEVELOPER SELECTION FOR THE A-3 SITE (OLD COURTHOUSE PLAZA BLOCK) Recommendation: Grant a six month exclusive right to negotiate for the development of the A-3 site to the Garrett Development Corporation subject to payment of a $15,000 good faith deposit. Commission Recommendation: Recommend that the Redevelopment Agency grant a six month exclusive right to negotiate for the development of the A-3 site to the Garrett Development Corporation subject to the payment of a $15,000 good faith deposit. ADMINISTRATION AND POLICY REORGANIZATION FOR REDEVELOPMENT PROJECT AREAS Recommendation: Approve the request of the Redevel- opment Commission to continue as a seven member Commission with five members serving as specific representatives of the five project areas and the Chairman and Vice Chairman serving in an at large capacity. . . Commission Recommendation: Recommend that the Community Redevelopment Commission continue as a seven member Commission and, of these seven members, five will be asked to serve as representatives in the five project areas and two will serve in an at large capacity. C. DEFERRED LOAN - RAMONA PROJECT - 118 W. 5TH STREET Recommendation: Approve a supplemental loan agree- ment for $55,515 with the Ramona Partnership. Commission Recommendation: Recommend that the Agency approve a Commercial Rehabilitation Loan Agreement totaling approximately $55,515 with the Ramona partnership which will allow the repayment of Agency reimbursables to be deferred for four years. A. PUBLIC NOTICES 4. AUTHORIZATION TO PROCEED WITH PRESENTATION OF PUBLIC NOTICE TO PROPERTY OWNER OF ASSESSOR PARCEL 005-142-39 FOR PURPOSES OF INITIATION OF CONDEMNATION ACTION (FERRANTE/ WALDER DEVELOPMENT SITE) Recommendation: Authorize staff to prepare and present not1ce advising property owner of Agency's intention to hold a public hearing for the purpose of adopting a Resolution of Necessity at its regular meeting of December 21,1982. Commission Recommendation: Not applicable. AWARD OF CONTRACT A. CONTRACT FOR CONSTRUCTION OF ELEVATED WALKWAY TO DOWN- TOWN PARKING STRUCTURE Recommendation: 1. 2. Reject all bids. NORTH HARBOR BOULEVARD PROJECT AREA/EXEMPTION FROM ACQUI- SITION BY EMINENT DOMAIN Recommendation: Adopt Resolution 82-101: A RESO- LUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA DECLARING THE EXEMPTION FROM ACQUISITION BY EMINENT DOMAIN OF PROPERTY LOCATED AT 101 NORTH HARBOR BOULEVARD AND 118 FIGUEROA STREET.
